SR 1381 is an unpaved roadway with widths averaging between 12' and 14'. The road has poor alignment and it would cost a great deal to bring this road up to a standard that could accept the NC 28 traffic. In my opinion, it is just not feasible to consider SR 1381 as one of the detour routes. I think our only option is to stage construct the culvert using an on-site detour. I looked at the possibility of using SR 1337 as the offsite detour but due to a weight restricted bridge, I do not think this is an option unless the bridge is replaced. The weight limits on the bridge are 16 tons for singles and 23 tons for semi-trailers. Some other improvements may need to be done on SR 1337 in order for it to handle all of the NC 28 traffic.
