II. Introductions
II[. Project Description
A. Draft TIP Description: Widen, upgrade, and make safety improvements to SR 1323 (Riverview
Street) and NC 28, from SR 1659 (Depot Street Extension - TIP project U-2929) in Franklin to
SR 1335 (Sanderstown Road), Macon County, a length of approximately 3.6 miles (TIP
indicates 4.4 miles). See attached vicinity map. Both will be widened to a 24-foot paved
roadway with 8-foot shoulders (2-foot paved and 6-foot grassed).
The project will be constructed in two sections:
Section A - SR 1323 (Riverview Street), from SRI 659 (Depot Street Extension - TIP
project U-2929) to NC 28. 0.9 miles.
Section B - NC 28, from SR 1323 (Riverview Street) to SR 1335 (Sanderstown Road),
2.7 miles.
B. Proposed Scoping Description: SR 1323 (Riverview Street) and NC 28, from SR 1659 (Depot
Street Extension - TIP project U-2929) in Franklin to SR 1378 (Bennett Road). SR 1378 is just
south of Bridge #27, which based on preliminary information is not in need of improvements at
this time.

* Includes approximately $900,000 in widening and rehab of bridge #27 over Little
Tennessee River which is not proposed to be included in this project.
D. Purpose and Need: The purpose of this project is to improve the safety of NC 28 and SR 1323
(Riverview Street) in and around the Town of Franklin. As part of this project, a portion of NC
28 is proposed to be re-routed around downtown Franklin along SR 1659 (Depot Street
Extension - TIP Project U-2929) and SR 1323 (Riverview Street), from US 441 business to NC
28. The project is needed because both NC 28 and SR 1323 are substandard with narrow lanes
and shoulders.
IV. Area Projects
A. Project U-2929: Depot Street Extension, from US 441 business to SR 1323 (Riverview Street),
Franklin. Proposes to construct a 24-foot paved roadway with 4-foot paved shoulders to
accommodate bicycles and 8-toot grassed shoulders. The project is currently in the right of way
acquisition stage and is expected to go to construction in Januarv 2002. _
V. Existing Conditions
A. Cross Section: SR 1323 (Riverview Street) is a two-lane shoulder section with 18- to 20-foot
wide pavement and l- to 2-foot wide soil shoulders. NC 28 is a two-lane shoulder section with
20- to 22-foot wide pavement and 2- to 4-foot wide soil shoulders.
B. Right of Way: varies, but generally 60 feet.
C.' Alignment: rolling
D. Signals: none
E. Speed Limit: varies from 35 mph in Franklin to 55 mph outside of town
F. Traffic: 2000 ADT- 7500 vpd
G. Utilities: Low conflict, above and below ground
H. Sidewalks/Bicycle Facilities: None.
VI. Environmental Concerns
A. Tributary Crossings
• Jacobs Branch is crossed by the proposed project at SR 1434 (Airport Road)
• lotla Creek runs adjacent to the project at the northern project limit.
• An Unnamed Tributary is crossed by the project approx. 500ft south of Riverview/NC 28
Intersection
It is anticipated based on inspection of preliminary mapping that the following impacts could be
potentially associated with these tributaries:
• Jacobs Branch approx. 100-110 ft
• Iotla Creek Minimal; possibly no impacts
• Unnamed Tributary approx. 90-100 ft
B. Lakes: Lake Emory is in the project vicinity.
C. Rivers: The Little Tennessee River is at the nor-them project limit.

VII. Proposed Improvements

D. Design Speed: varies from 40 mph in Franklin to 60 mph outside of town
E. Projected Traffic: 2025 ADT - 13400 vpd
F. Bicycle and Pedestrian Accommodations: The Bicycle Unit has recommended bicycle
accommodations hence the proposed 4-feet of paved shoulder.
G. Alternatives: Alternative I Alternative 2

standards based on the posted resurfacing, increasing
speed limit, including some existing pavement width and
minor horizontal and vertical shoulders
