A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 26. An additional condition is that a stormwater pond shall be constructed and maintained on the site following written approval by DEM. ESTIMATED TOTAL NUMBER OF ACRES OF WETLANDS LOCATED ON PROJECT SITE. 0.58 acres of positively identified wetlands have been delineated and surveyed This area is bordered to the North and West by a diffuse transition zone dominated by marginal soils (taxadjuncts midway between the Augusta & Tomotly Soil Series Aeric Ochraauult & Typic Ochraauult respectively) The area is severely cut upbby_ -2- relatively dense rutting caused by heavy skidder traffic when it was last timbered. Though as significant body of evidence ( ie. well structured Ap epipedon with Munsell value >3.5, eluviation of relic gleying in E & Btg1 horizons, eluviation of Btg ped faces, soil saturation > 18" of depth , dead root channels eluviated & oxidized etc.) indicated the inter-rut areas do not qualify as hydric soils, the rut inverts did often have a gleyed surface skim and saturation < 18" deep. Based on the high density of rutting and the question of how this may be effecting hydric hydrology, the owner agreed to include the area of the transition zone in this application. After canvassing the area with Mr Richter (Army Corps Of Engineers), it was agreed that the total area (delineation + transition zone) does not exceed 3 acres. 11. Professional biologists from our staff have reviewed the subject application and conducted a site investigation on January 26, 1993 to assess project impacts on wildlife and fisheries resources. This correspondence is provided in accordance with certain provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.) and the North Carolina General Statutes (G.S. 113-131 et seq.). The applicant is requesting authorization to fill approximately 3 acres of forested wetland for commercial development. The project site is vegetated by a plantation of loblolly pine with infusions of sweetgum, red maple and black gum, providing habitat for a limited variety of wildlife species utilizing single age pine stands. Although the site wildlife habitat is currently of limited value, the project should be evaluated quantitatively, in light of foreseeable development in close proximity to this project. Due to the nature of the project and location of the wetland area wetland wildlife habitat values will eventually be reduced for some species by the surrounding development. For other species, habitat value will increase as adjacent areas are developed. Filling 3 acres of wetlands will certainly remove any water quality functions since water currently retained will enter receiving waters sooner. We cannot approve of the destruction of wetland habitat. Due to the current ability of the area to function as wildlife habitat we could accept the project provided that an acceptable mitigation plan is developed and implemented. Inclusion of mitigation in project plans to offset the loss of vegetated wetlands is recommended as a condition to authorizing the project. Thouaha significant body of evidence ( ie. well structured Ap epipedon with Munsell value >3.5, eluviation of relic gleying in E & Btg1 horizons, eluviation of Btg ped faces, soil saturation > 18" of depth , dead root channels eluviated & oxidized etc.) indicated the inter-rut areas do not qualify as hydric soils, the rut inverts did often have a gleyed surface skim and saturation < 18" deep. Based on the high density of rutting and the question of how this may be effecting hydric hydrology, the owner agreed to include the area of the transition zone in this application.
