PROJECT SUMMARY: Applicant proposes to construct a 400' x 270' wood pulp storage building over an existing asphalt parking area in the State Port Facility. r I N. C. State Ports Page 2 9. PROJECT DESCRIPTION 10/30/92 The project is located adjacent to the Cape Fear River in the N. C. State Ports Facility. The total size of the tract is 334 acres. The facility was constructed between 1950 and 1972 to serve as a transport shipping terminal. Business at the facility consists of approximately 40% containment transport, approximately 30% - 40% wood pulp shipping, and the remainder in military supplies, steel sheeting, and miscellaneous supplies. The site consists of approximately 3030 linear footage of bulkheaded waterfront on the Cape Fear River. The waters of the Cape Fear are classified SC by the Division of Environmental Management, and are designated Primary Nursery by the Division of Marine Fisheries. There is no shellfish resource. The Wilmington Land Use Plan classifies the area as Developed. The wood pulp portion of the business has increased in recent years. As a result, the facility is in need of storage space for the product. They have proposed a warehouse, 400' x 270', or 108,000 square feet. The structure will be located in an area that is presently used for open storage. This section of the site is presently covered in asphalt, and joins the existing wharf. There are rail lines passing through the site which have been abandoned, and are to be removed. Approximately 4.5 acres will be disturbed during the process of constructing this building. The railway will be removed, and the area graded and repaved. The structure itself will cover approximately 2.5 acres, and will be connected to the wharf by ramp. The building is to be situated solely on highground. There is no increase in the amount of impervious surface coverage on the site. A stormwater management plan for the facility has been approved through the Division of Environmental Management. A sedimentation/erosion control plan has been approved through the Division of Land Resources. 10. State Ports Authority - Forest Products Shed Environmental Impact - Project 93-0091 Based upon our review of the noted project, the Hazardous Waste Section does not believe that the project will have any adverse effect on the RCRA community nor should the RCRA community have any effect on the proposed project. No generation of hazardous wastes should be expected based on the proposed description of site activity. In conclusion, for information purposes, there is a non-operational RCRA/CERCLA facility due North of the Ports Authority (Southern Wood Piedmont) which has documented site contamination.
