Quality Certification No. 2663 issued January 21, 1992. A copy
of the General Certification is attached. This Certification may
be used in qualifying for coverage under Corps of Engineers'
Nationwide Permit No. 3.

8. Project Summary Applicant is proposing to replace existing rip rap, and replace
and relocate the existing pier on his residential lot.
9. PROJECT DESCRIPTION
The project is located at the conflux of Mott's Creek and Bank's Channel on
the southeast point of Harbor Island in Wrightsville Beach. This is a high
ground residential site, with a single family residence, pier, bulkhead, and rip
rap. The applicant is proposing a new pier at a different location on his
property, and reconfiguration and addition to his rip rap.
This part of Harbor Island is classified as Developed - Residential in the
Wrightsville Beach Land Use Plan, allowing for water dependent uses in Estuarine
and Public Trust Waters. The waters of Mott's Creek and Banks Channel are
classified SB by the division of Environmental Management, and are closed to the
taking of shellfish. The area is not designated Primary Nursery. The bottom
in this area is very sandy due to the high wave energy.
Currently on site there is a concrete bulkhead, with rip rap extending
approximately 15' from the bulkhead. These structures were constructed around
1972. The pier is located on the west side of the property, extending into
Mott's Creek.
The applicant desires to relocate his pier to the east side of the property
to access deeper water. The pier would be located 20' at the landward end and
30' at the waterward end from the adjacent property line extended. The
applicant chose to set back from the property line extended into the water
rather than from a riparian corridor as it would be taken 90° from the channel.
This gives the adjacent owner to the northeast more room, as a true riparian
corridor line would have angled to the northeast. The structure would be much
greater than the required 15' from the riparian corridor to the west. The old
pier on the west side of the lot will be removed.
The structure would begin on with a 12' x 12' wooden deck on high ground.
The pier would extend from this into the water for 561, with a 6' width. At the
waterward end there is a 16' x 16' gazebo proposed. There will be an 8' x 30'
floating dock connected to the gazebo by ramp. Extending to the west of this
is a 5' x 18' floating dock. There is another 5' x 18' float to access a 15'
x 13' boat lift. The applicant is using the 500 square foot boathouse allotment
for this structure. There are two mooring pilings to the east of the floating
dock structure. These are approximately 10' from the dock. The structure will
extend 112' into a body of water approximately 1500' across, and will access -6'
mean low water.
A bulkhead was also constructed around 1972, below the mean high water mark.
Rip rap was placed adjacent to the bulkhead for a distance of 15' into the
water. The rip rap begins about midway along the applicant's property, and
continues around the point along the adjacent lot to the northeast. The point
on the island is subject to high wave energy, due to its somewhat right angle
configuration at a point where two bodies of water join, and boating activity
is high. It is for this reason that the rip rap was felt to be a necessary
protection for the bulkhead.
With time, the rip rap has subsided greatly. The applicant feels that his
bulkhead is showing the effects of this loss of protection. He proposes
removing the existing rip rap and replacing it with new marl. The marl will be
of a size and weight to sustain the wave action. The applicant is proposing to
terminate the structure 10' from the bulkhead rather than the existing 151.
This would be placed in the same location as the present structure, from mid -
point in an easterly direction to the property end (1001). Less bottom would
be filled than is currently.
10. ANTICIPATED IMPACTS

1500 square feet of sandy bottom is currently filled with existing rip rap.
This would be reduced to 1000 square feet under the proposal.
The new pier would incorporate 336 square feet of public trust waters; the
T - head and floating docks incorporate 490 square feet; and the boathouse
incorporates 360 square feet.
This structure should present no hazard to navigation, is consistent with
the 1/3 rule, and encroaches on no adjacent corridor.

8. Project Summary

. The project is located at the conflux of Mott's Creek and Bank's Channel on
the southeast point of Harbor Island in Wrightsville Beach. This is a high
ground residential site, with a single family residence, pier, bulkhead, and rip
rap. The applicant is proposing a new pier at a different location on his
property, and reconfiguration and addition to his rip rap.
This part of Harbor Island is classified as Developed - Residential in the
Wrightsville Beach Land Use Plan, allowing for water dependent uses in Estuarine
and Public Trust Waters. The waters of Mott's Creek and Banks Channel are
classified SB by the division of Environmental Management, and are closed to the
taking of shellfish. The area is not designated Primary Nursery. The bottom
in this area is very sandy due to the high wave energy.
Currently on site there is a concrete bulkhead, with rip rap extending
approximately 15' from the bulkhead. These structures were constructed around
1972. The pier is located on the west side of the property, extending into
Mott's Creek.
The applicant desires to relocate his pier to the east side of the property
to access deeper water. The pier would be located 20' at the landward end and
30' at the waterward end from the adjacent property line extended. The
applicant chose to set back from the property line extended into the water
rather than from a riparian corridor as it would be taken 90° from the channel.
This gives the adjacent owner to the northeast more room, as a true riparian
corridor line would have angled to the northeast. The structure would be much
greater than the required 15' from the riparian corridor to the west. The old
pier on the west side of the lot will be removed.
The structure would begin on with a 12' x 12' wooden deck on high ground.
The pier would extend from this into the water for 561, with a 6' width. At the
waterward end there is a 16' x 16' gazebo proposed. There will be an 8' x 30'
floating dock connected to the gazebo by ramp. Extending to the west of this
is a 5' x 18' floating dock. There is another 5' x 18' float to access a 15'
x 13' boat lift. The applicant is using the 500 square foot boathouse allotment
for this structure. There are two mooring pilings to the east of the floating
dock structure. These are approximately 10' from the dock. The structure will
extend 112' into a body of water approximately 1500' across, and will access -6'
mean low water.
A bulkhead was also constructed around 1972, below the mean high water mark.
Rip rap was placed adjacent to the bulkhead for a distance of 15' into the
water. The rip rap begins about midway along the applicant's property, and
continues around the point along the adjacent lot to the northeast. The point
on the island is subject to high wave energy, due to its somewhat right angle
configuration at a point where two bodies of water join, and boating activity
is high. It is for this reason that the rip rap was felt to be a necessary
protection for the bulkhead.
With time, the rip rap has subsided greatly. The applicant feels that his
bulkhead is showing the effects of this loss of protection. He proposes
removing the existing rip rap and replacing it with new marl. The marl will be
of a size and weight to sustain the wave action. The applicant is proposing to
terminate the structure 10' from the bulkhead rather than the existing 151.
This would be placed in the same location as the present structure, from mid -
point in an easterly direction to the property end (1001). Less bottom would
be filled than is currently.
10. ANTICIPATED IMPACTS
1500 square feet of sandy bottom is currently filled with existing rip rap.
This would be reduced to 1000 square feet under the proposal.
The new pier would incorporate 336 square feet of public trust waters; the
T - head and floating docks incorporate 490 square feet; and the boathouse
incorporates 360 square feet.
This structure should present no hazard to navigation, is consistent with
the 1/3 rule, and encroaches on no adjacent corridor.
