The Corps of Engineers leases this property to the North Carolina Wildlife Resources Commission for use as a boat launching area. The Wilmington District, Construction Operations Division, Plant Section, coordinated the construction of the project with the North Carolina Wildlife Resources Commission (NWCRC) by letter dated November 25, 1991, and received a response from the NCWRC on February 6, 1992 (copies enclosed). However, no formal review of the work was performed in accordance with the North Carolina Coastal Management Program. The project was required to provide berthing and refueling of Corps' vessels during dredging at Carolina Beach Inlet. There are no other near refueling areas available. The work required the construction of two seven-pile dolphin clusters and construction of a dock, as described in the enclosed drawings. The work was performed by the Corps' vessel SNELL and was completed in late February 1992. The project did not require placement of fill material or dredging of sediment nor did it involve impact to wetlands. The work has been discussed, after construction, with Mr. Bob Stroud, North Carolina Division of Coastal Management, Wilmington Field Office, by telephone on March 17, 1992. -2- We have determined that the proposed work is consistent with the North Carolina Coastal Management Program and request your consistency concurrence/nonconcurrence for the proposed action. The U.S. Army Corps of Engineers has in the past had refueling privileges at the N.C. Wildlife Ramp at Snows Cut, Carolina Beach, North Carolina. However, since ballast has been placed along the bulkhead to prevent erosion, our vessel cannot utilize the ramp area for refueling. The Wilmington District requests permission to install two dolphin clusters of seven pilings each and a dock at the N.C. Wildlife Ramp. This would provide berthing and refueling of our vessel during dredging at Carolina Beach Inlet. As it now stands, the vessel has to run to the Bridge Tender at Wrightsville Beach, North Carolina, to take on fuel. This run consists of 1 to 2 hours each way. In addition to taking on the fuel, the vessel is away from the dredging site approximately 5 or 6 hours. Our plan is to install dolphin clusters approximately 30 feet from the bulkhead into deeper water (6 feet). A dock will be built and an electrical distribution cable will be installed to provide shore power. The facility will be marked appropriately with U.S. Army Corps signs indicating Government Property to prevent any misunderstanding by the boating public. The Wilmington District will be responsible for this facility. 'a T -2- We will arrange an "on-the-site tour" if you desire and will discuss this request with you and any members of your staff at your convenience. Box 1890 Wilmington, NC 28402-1890 Dear Mr. Sattin: This letter will authorize the Corps of Engineers to construct and maintain two dolphin clusters of seven pilings each and a dock to be used for refueling Corps vessels at the Wildlife Resources Commission's Snow's Cut Boating Access Area in New Hanover County. The location of these structures will be at sites determined during our visit in mid-January 1992. The pilings and docks will be properly marked with signs indicating no trespassing and that the facility is for government use only. If problems develop with unauthorized uses of this site, the Corps may be required to secure the area with proper fencing and gating of the facility.
