Dear Mr. Johnson:
A professional engineering certification will be required for the addition of an
additional source of emissions (i.e., a new Butacite reactor) to the existing control
device (i.e., packed column scrubber). In addition, we request that specify the size
of the new reactor in gallons.
A professional engineering certification is required for each control device that has
been replaced (with the exception of like for like replacement), modified, or has
changed the amount or type of emission sources which it controls since February 1,
1995 (i.e., the effective date of the P.E. certification rule).
