The purpose of the performance test was to demonstrate compliance with the Printing and Publishing Maximum Achievable Control Technology (MACT) standard (40 CFR Part 63 Subpart KK). This standard requires that dimethylformamide (DMF) emissions from the Butacite® tinting process be controlled by at least 95%. A copy of this report, via copy of this letter, is also being submitted to Mr. Tom McKinney in the NCDENR Fayetteville Regional Office. During the testing the following was demonstrated: • 100% capture of DMF emissions; and • 97.3% control of DMF in the scrubber. Thus, compliance with the MACT standard has been successfully demonstrated. Included in the test report are the water flow rate and air flow rate through each nozzle measured during the scrubber compliance testing, and the general area exhaust fan exit velocity measured during the enclosure testing. The values of these parameters measured during the testing form the basis of minimum values that must be maintained in order to ensure ongoing compliance with the standard. Specifically, the following conditions should to be added to the DuPont - Fayetteville Works operating permit: • 3-hour average water flow rate to each nozzle must remain above 6 gpm; • 3-hour average air flow rate to each nozzle must remain above 58 scfm; and • 3-hour average general area exhaust fan exit velocity must remain above 3,950 ft/min.
