TSS Exceedance - April 7, 1997
Dear Sirs:
The April 7, 1997, Outfall 001 sample was measured as 1,715 lb/day Total Suspended Solids
(TSS) versus the Daily Maximum permit limit of 1,030 lb/day.
The likely cause of the TSS exceedance is that gas bubbles either under or throughout the sludge
blanket in both clarifiers caused the sludge to float, resulting in the discharge of the biomass to
Outfall 001. The site's ORC was successful in minimizing the amount of sludge discharged, and
returning the system to normal.
The Outfall 001 samples for April 8 and 9, 1997, indicate that the TSS level has returned to the
normal amount of less than 150 lb/day. Therefore, we do not anticipate that the Monthly
Average limit of 317.8 lb/day will be exceeded for the month of April 1997.

Section D: Summary of Findings/Comments:

1. According. to the DMR data reviewed for the period December 1995 through October 1996,
the plant's effluent was in compliance with the NPDES permit's limits.
2. Aqua -Tech Laboratory performs the "outside" permit required analytical work for the
facility.
3. All logs, calibrations, and records were being adequately maintained.
4. Fischer and Porter last checked/calibrated the effluent flow meter in October 1996.
5. On the day of inspection, a grab sample of the effluent revealed a settleable solids level of
a trace/ltr of settleable solids with a relatively clear supernatant in the test vessel (Imhoff
Cone).
6. DMR and laboratory data agree for discharge pipe .001 for June 1996 (spot check).
7. Sludge is (was) routed from the bottom of the clarifier to the "DAF" unit and from there to
the sludge holding tank. The screw press then dewaters the sludge to about 12-14%. Dryers
then dewater the sludge to about 45-50%. It is then put in bins and delivered to `BFI" site
in Roseboro where it is disposed.
