A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 26. An additional condition is that a permanent stormwater pond must be built to control stormwater runoff from the property. DEM must approve this plan in writing before construction. January 13, 1993 To : John Dorney Planning Branch Subject: Paddington Station comments: site 1) -see wetland rating worksheet- Mixed hardwood bottom. Predominant overstory canopy is sweetgum (L_ iquidambar styraciflua), red maple (Acer rubrum), Loblolly pine (Pinus taeda). The wetland located at this site are low value. The predominant wetland habitat is associated with the stream bank of an unnamed tributary of Marsh Creek. The rating worksheet for the only vegetated wetland, scored very low for water storage and pollutant removal. This small site is upstream from from an old dam that has long since been breached. Although small, the most interesting wetland type was a small seepage that likely provides habitat for several species of invertebrates and amphibians (site not rated). It "i portant to understand that the tract of land being developed is a total of 37 acres an .5 acres of that is jurisdictional wetlands. After reviewing the preliminary grading plap? it is unclear to me how this facility plans to handle water from rain events. I recommend that a permit condition should included storm water management requirements. The -property is located west of' Seaboard Railroad, east of the end of Forest Ridge, south of Craftsman Drive and north of New Hope Church Road `in Raleigh as`shown on the enclosed plans. The only jurisdictional areas`on 'site' are adjacent'to an unnamed tributary of Marsh Creek along the northern property line. The only vegetated wetland area `i's upstream of an old pond dam that has long since been breached The area may have 'not been a wetland prior to dam construction since areas downstream contain only a,channel with no adjacent wetlands. The wetland delineation is shown oft the attached map. These delineations-were 'reviewed by Mr. Eric Alsmeyer'of the US Army Corps of Engineers. Even though it is 'not required, we are notifying the Corps of this project. Impacts are,-,,,, necessary-due to the parking requirements for the proposed shopping center. Dan Simmons of McKim and Creed has informed me that the current design contains the minimum` parking required by the city of Raleigh; ' Fill in the Waters of the US on-site will be required-to utilize the property for a commercial development.
