This is in response to your letter of June 10, 1992, received June 29, 1992, requesting comments on a water and sewer line project along U.S. 221-421 outside of Boone, Watauga County, North Carolina. The following comments are provided in accordance with the provisions of the Fish and Wildlife Coordination Act, as amended (16 U.S.C. 661-667e), and Section 7 of the Endangered Species Act of 1973, as amended (16 U.S.C. 1531-1543). As with any construction project, the U.S. Fish and Wildlife Service (Service) is particularly concerned about the potential impacts the proposed action may have on listed or proposed endangered or threatened species and on stream and wetland ecosystems. Preference should be given to construction techniques that avoid or minimize encroachment and impacts to these resources. Mitigation/compensation, on a habitat value basis, will be required for all unavoidable stream (including riparian habitat) and wetland habitit losses associated with the proposed action. To the extent possible, mitigation should occur on site or on the stream or watershed impacted. I 4? According to information provided in your letter, the project involves a water and sewer line bridge crossing over the south fork of the New River. The proposed sewer line will be attached to the bridge, and the water line will be encased in concrete and placed under the river as a separate structure. The water line will be placed approximately 30 inches underneath the river bottom. The purpose of this project is to extend water and sewer service to surrounding areas. The Service has visited the proposed project site and believes that the proposed project would result in minimal environmental impacts. The project site has already been disturbed during bridge construction and the placement of riprap on the riverbanks. However, we do recommend that any further vegetation clearing be kept to a minimum. Also, if areas are cleared, we recommend that native vegetation be planted as soon as possible after construction is completed. Planting should be in accordance with guidelines suggested by the North Carolina Wildlife Resources Commission. We also recommend that actdhl construction be accomplished so that wet concrete does'not'contact the water entering the river to reduce the likelihood of fish,.,ki:-Is:associated with this project. Finally, our records indicate that there are no federally listed or proposed endangered or threatened species within the impact area of the proposed action. The NCWRC has reviewed information provided by the applicant, and professional biologists on our staff conducted a site visit on July 23, 1992. These comments are provided in accordance with provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and the Fish and Wildlife Coordination Act (48 Stat.•401, as amended; 16 U.S.C. 661-667d). The applicant proposes to attach a sewerline to the US 421 bridge and install a waterline under the South Fork New River to extend water and sewer service. The waterline must be buried to protect it against damage from freezing. The waterline will be encased in concrete. Based on the information provided by the applicant and our information on the range of trout in the project area, we do not believe this project will cause significant effects to waters supporting trout.
