Upon review of your request for Water Quality Certification
to place fill material in 0.70 acres of wetlands for road
crossings and parking lots located at The Concourse in Wake
County, we have determined that the proposed fill can be covered
by General Water Quality Certifications No. 2666 and 2671 issued
January 21, 1992. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps of Engineers' Nationwide Permits No. 14 and
26.

Through conversation with Eric Galamb of your office, it was
found that this material was never submitted to you. I have
enclosed all maps and pertinent material.
The wetlands to be impacted are adjacent to an unnamed
tributary of Stirrup Iron Creek- class C NSW. The major impacts
will be road crossings to the facility and adjacent parking lots.
I have not been to the site, but am familiar with the area and
wetland types. It would receive a fairly low rating; mainly due
to the fact that it does not provide much stormwater retention or
pollutant attenuation values. In addition, the site is
immediately below a large pond (roughly 40 acres), so sudden
flooding should not be an issue through the area.
The RRO recommends the general certification should be
issued.

Re: The Concourse - Sorrel's Grove Road - Morrisville, N.C.
Dear Mr. Dorney:
The following is a request for a Water Quality Certification
on a project known as "The Concourse" in Wake County, N.C.
located South of RDU Airport between NCSR 1640 and NCSR 3015.
This also serves to inform you of our intent to utilize the
General Water Qualtiy Certification #2177 for a road crossing
on site. Please notify us in writing of your concurrence
that we may utilize the General Certification.
The project is a 12.2 acre commercial development comprised
of office space and the related parking facilities. The
enclosed concept master plan displays the proposed
arrangement of the site. The site is located adjacent to a
tributary of Stirrup Iron Creek in the Triassic Basin area of
the county. The entire site is above the headwaters point, as
field determined by the Corps, for this stream.
Due to the scope of the project and the parking areas
required to serve the area, most of the site will have to be
altered. There are about 0.74 acres of above headwaters
wetlands and channel on the site and 0.14 acres within the
state road right-of-way. This combines to about 0.88 acres
total, of which, about 0.70 acres will be filled in order to
develop the site (according to the concept plan,
approximately 375' of the main stream channel will not be
covered).
