Pursuant to §60.42c, the standard for sulfur dioxide is that the discharge of sulfur dioxide cannot exceed 0.50 lb/million Btu heat input; or, as an alternative, the fuel oil cannot contain greater than 0.5 weight percent sulfur. Pursuant to §60.43c, the standard for particulate matter is that the discharge of particulate matter cannot be greater than 20 percent opacity (6-minute average), except for one 6-minute period per hour of not more than 27 percent opacity. 15A NCAC 2D.0530 is the prevention of significant deterioration rule. lmplementation of this rule will prevent significant deterioration of air quality. For DuPont Fayetteville -Works, this rule requires that the emissions of the federal criteria pollutants from Boiler #2 (PS-2) does not exceed the significant emission rates for those pollutants without a PSD review. C. CONTROL DEVICE ANALYSIS (FORM C) This emission unit (boiler) is equipped with a low-NOx burner and will burn exclusively Number 2 Fuel Oil. The boiler has no other equipment to limit or control air emissions. D. PROCESS AND OPERATIONAL COMPLIANCE ANALYSIS (FORM E3) 15A NCAC 2D.0503 — As indicated in the emissions estimate contained in this D Form, the rental boiler will be firing exclusively No. 2 Fuel Oil. According to the AP-42 emission factor which has an A rating (3.3 lb PM/1000 gallons based on fuel oil containing the maximum sulfur limit of 0.1 % by weight), PM emissions are equal to approximately 0.025 lb/MM-BTU (based on 133,595 BTU/gal). NCAC 2D.0503(c) lists the particulate matter emission limit for combustion units up to 100 MM-BTU/hr as 0.33 lb PM per MM- BTU. Thus, the PM emissions for the Rental Boiler at full rates are less than 8% of the allowable emissions, and therefore, no monitoring or record keeping is required because compliance with 2D.0503 will be maintained. 15A NCAC 2D.0516 — The sulfur dioxide emissions will be below 2.3 lb/MM-BTU as long as the sulfur content in fuel oil is below 2.2% by weight. PROFESSIONAL ENGINEERING SEAL This permit modification is to allow a package rental boiler to operate at this facility and provide supplemental steam during periods when either of the two permanent boilers are shutdown for repairs.
