TOPO 'HUBERT', PR1983, PT1998 r+• r- o% FIELD INVESTIGATION REPORT PAGE #2 9. NARRATIVE DESCRIPTION: The applicant is Mr. John R. Townson. He proposes to develop a shellfish hatchery on property located off of the Atlantic Intracoastal Waterway (AIWW), south of SR1503, just east of Bear Creek, in Onslow County, NC. The project site, a portion of a larger tract of land, consist of 0.68 acres of highground (80' x 370) leased from the landowner, Ms. Gloria Sanders, of Crew Lane, in Hubert, NC. The site has been used in the past as an accommodation for dredged spoil disposal from maintenance activities that have taken place in the entrance channel and canal of the subdivision immediately east of the proposed project. The Division of Coastal Management issued Permit #247-84 in 1984 to Brown Sound Properties/J. L. Ramsey authorizing, among other items, the placement of dredged spoil on the Sanders' property. In 1989, the same spoil site was used as maintenance dredging was authorized under General Permit #C-5121. The referenced aerial photography from 1989 shows clearly the spoil site and the man-made waterway. On the highground property, landward of the CAMA 75' AEC, the applicant proposes to construct the hatchery building. The building will consist of a concrete slab 15' wide x 55' long. The rib-supported structure will look much like a greenhouse covered with clear plastic. Site preparations for the greenhouse will involve grading an area 100' x 60' (or 6,000 sq. ft. of land-disturbance). Fill material for this site will come. from the old disposal area immediately west of the building site. As noted, the area will be stabilized with ground netting and Bermuda grass. Within the CAMA 75' AEC, a series of intake and discharge pipes, a pump station and a cooling tank will be installed. The applicant proposes a redundant system of piping water to and from the hatchery. The intake pipes are shown to be 2" PVC and the discharge pipes to be 6" corrugated black plastic. As the project plans show, the pipeline will be anchored to the ground by nylon cord and 2' x 4' supports placed every 20'. The proposed cooling tank will measure 30' x 10'. It is designed to dissipate abnormal heat levels and ensure that the temperature of the discharge water will not significantly impact estuarine life in this section of the AIWW. The series of pipes will extend across a wide fringe (160') of coastal wetlands dominated by saltmarsh cordgrass. The intake line #2 will intersect with a section of highground where pump #2 will be located on an elevated platform 3' x 3'. Discharge line #2 will branch 80' to the east of line #1 and terminate below the MLW level in the man-made canal. In the open-waters of the AIWW, the two intake lines will extend about 170' waterward of the edge of the saltmarsh. As the workplat drawing shows, the two lines will be spaced 30' apart. The #1 discharge line will be positioned between the two intake lines and will extend 65' south of the marsh. The same 2' x 4' anchoring r , FIELD INVESTIGATION REPORT PAGE system will be used to hold the pipelines in position on the bottom. The water depths leading from the edge of the marsh to the terminal ends of the intake pipes range from .5' to 3.5' relative to the MLW level. The referenced aerial photographs help confirm the applicant's estimate that the end of the intake pipes will be at least 100' from the edge of the Federally maintained AIWW. The surface waters in this section of the AIWW are classified 'SA' and are Qen to the harvesting of shellfish. A review of the archeological resource date in the Morehead City Field Office indicates that there are "known" sites in the vicinity of the proposed project. 10. ANTICIPATED IMPACTS: As mentioned in the previous section of this report, the intake pipes will be 2" in diameter and the discharge pipes 6" in diameter. The pipelines will generate a collective footprint value of 140 sq. ft. in the saltmarsh and 94 sq. ft. of impact on the open-water bottom lands of the AIWW. The land- disturbing activities involved with grading the highground hatchery will modify 7,200 sq. ft., as well as, an additional as yet undetermined area within the existing disposal site. All areas of land-disturbance will be vegetatively stabilized. The anchoring supports for the pipelines shall offer no more impact to the marsh and waterway than the construction of a typical access pier of similar length. The Division of Archives and History may choose to evaluate the importance of local resources and the impact the proposed project may generate. PREPARED BY: JAMES L. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 1 l white paper. (Refer to Coastal Resources' Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. PROJECT SUMMARY: The applicant proposes to develop a shellfish hatchery (concrete slab with greenhouse) with duel intake and discharge pipes (2-6") to the AIWW. * U.S.G.S. 7.5 MIN. TOPO 'HUBERT', PR1983, PT1998 FIELD INVESTIGATION REPORT PAGE 9. NARRATIVE DESCRIPTION: The applicant is Mr. John R. Townson. He proposes to develop a shellfish hatchery on property located off of the Atlantic Intracoastal Waterway (AIWW), south of SR1503, just east of Bear Creek, in Onslow County, NC. The project site, a portion of a larger tract of land, consist of 0.68 acres of highground (80' x 370) leased from the landowner, Ms: Gloria Sanders, of Crew Lane, in Hubert, NC. The site has been used in the past as an accommodation for dredged spoil disposal from maintenance activities that have taken place in the entrance channel and canal of the subdivision immediately east of the proposed project. The Division of Coastal Management issued Permit #247-84 in 1984 to Brown Sound Properties/J. L. Ramsey authorizing, among other items, the placement of dredged spoil on the Sanders' property. In 1989, the same spoil site was used as maintenance dredging was authorized under General Permit #C-5121. The referenced aerial photography from 1989 shows clearly the spoil site and the man-made waterway. On the highground property, landward of the CAMA 75' AEC, the applicant proposes to construct the hatchery building. The building will consist of a concrete slab 15' wide x 55' long. The rib-supported structure will look much like a greenhouse covered with clear plastic. Site preparations for the greenhouse will involve grading an area 100' x 60' (or 6,000 sq. ft. of land-disturbance). Fill material for this site will come from the old disposal area immediately west of the building site. As noted, the area will be stabilized with ground netting and Bermuda grass. Within the CAMA 75' AEC, a series of intake and discharge pipes, a pump station and a cooling tank will be installed. The applicant proposes a redundant system of piping water to and from the hatchery. The intake pipes are shown to be 2" PVC and the discharge pipes to be 6" corrugated black plastic. As the project plans show, the pipeline will be anchored to the ground by nylon cord and 2' x 4' supports placed every 20'. The proposed cooling tank will measure 30' x 10'. It is designed to dissipate abnormal heat levels and ensure that the temperature of the discharge water will not significantly impact estuarine life in this section of the AIWW. The series of pipes will extend across a wide fringe (160') of coastal wetlands dominated by saltmarsh cordgrass. The intake line #2 will intersect with a section of highground where pump #2 will be located on an elevated platform 3' x 3'. Discharge line #2 will branch 80' to the east of line #1 and terminate below the MLW level in the man-made canal. In the open-waters of the AIWW, the two intake lines will extend about 170' waterward of the edge of the saltmarsh. As the workplat drawing shows, the two lines will be spaced 30' apart. The #1 discharge line will be positioned between the two intake lines and will extend 65' south of the marsh. The same 2' x 4' anchoring FIELD INVESTIGATION REPORT PAGE 3 system will be used to hold the pipelines in position on the bottom. The water depths leading from the edge of the marsh to the terminal ends of the intake pipes range from .5' to 3.5' relative to the MLW level. The referenced aerial photographs help confirm the applicant's estimate that the end of the intake pipes will be at least 100' from the edge of the Federally maintained AIWW. The surface waters in this section of the AIWW are classified 'SA' and are open to the harvesting of shellfish. A review of the archeological resource date in the Morehead City Field Office indicates that there are "known" sites in the vicinity of the proposed project. 10. ANTICIPATED IMPACTS: As mentioned in the previous section of this report, the intake pipes will be 2" in diameter and the discharge pipes 6" in diameter. The pipelines will generate a collective footprint value of 140 sq. ft. in the saltmarsh and 94 sq. ft. of impact on the open-water bottom lands of the AIWW. The land- disturbing activities involved with grading the highground hatchery will modify 7,200 sq. ft., as well as, an additional as yet undetermined area within the existing disposal site. All areas of land-disturbance will be vegetatively stabilized. The anchoring supports for the pipelines shall offer no more impact to the marsh and waterway than the construction of a typical access pier of similar length.
