NARRATIVE DESCRIPTION: The River Emporium General Store was constructed in late 1989 by the applicant, Mr. Ronald O. Watson of Emerald Isle. Onslow County issued Minor CAMA Permit #88-0068 that authorized construction of the two-story building with parking lot as seem at the site today. The workplat drawing that accompanies the application accurately illustrates and depicts the footprint of all existing development on this 0.62 acre tract of land located on the north side of Highway 24, between Elm and Water Streets, in the Town of Swansboro, Onslow County, NC. As part of the original development, the shoreline (approximately 175') was bulkheaded through the CAMA General Permit procedures. At this time, the applicant is proposing to . construct 10 boat slips immediately perpendicular to the existing bulkhead by installing 5 finger piers (25' x 3') and 14 mooring piles as shown on the drawing dated September 15, 1992. As the application states under Question 3d, the proposed slips will be for private use of individual owners and renters within the River Emporium and will not be a public facility for commercial use. Water depth readings at the project site indicate that the proposed structures will not impede public navigation in the center third of the access channel that services the area. The 'SA' surface waters in this section of the White Oak River are permanently closed to the harvesting of shellfish. 10. ANTICIPATED IMPACTS: The proposed 5 finger piers/10 boat slips with mooring piles will occupy approximately 4,375 sq. ft. of estuarine surface waters and public trust area in the White Oak River. The Division of Environmental Management classifies the surface waters as 'SA' and they are closed to shellfishing. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. All pilings shall be dug, placed, drilled, washed or otherwise installed in solid sand, with good bearing. The nominal size for pilings is 8 inches. Pilings to be erected in the marsh are 16 foot lengths. Pilings shall be on 8 foot centers. Pilings shall be notched on each side to fully support the 2 X 10 band as detailed. B. Decking Stringers: Decking shall be 0.4 penetration, salt-treated 2 X 8's. Normal spacing of approximately 1/4 inch is to be used. See sketch for con- struction. Use lag bolts, hot dipped, galvanized, 5/8" diameter as shown. C. Bands: Bands shall be 2 X 10's salt-treated, (.4) properly mounted on the pilings, and each of the two bands at every piling shall be double bolted with 5/8 " diameter, galvanized nut and bolt. D. All pilings shall be dug, placed, drilled, washed or otherwise installed in solid sand, with good bearing. The nominal size for pilings is 8 inches. Pilings to be erected in the marsh are 16 foot lengths. Pilings shall be on 8 foot centers. Pilings shall be notched on each side to fully support the 2 X 10 band as detailed. B. Decking Stringers: Decking shall be 0.4 penetration, salt-treated 2 X 8's. Normal spacing of approximately 1/4 inch is to be used. See sketch for con- struction. Use lag bolts, hot dipped, galvanized, 5/8" diameter as shown. C. Bands: Bands shall be 2 X 10's salt-treated, (.4) properly mounted on the pilings, and each of the two bands at every piling shall be double bolted with 5/8 " diameter, galvanized nut and bolt. D.
