Page pursuant to an application filed on the 28 day of July 1992 to install water and sewer lines for ocean wynds Subdivision. The Application provides. adequate-assurance that the discharge of fill material into water in conjunction with the proposed water and sewer lines: in Onslow County will not result in a violation of applicable water Quality Standards and discharge guidelines. Therefore, the State of North Carolina certifies that this activity will not violate Sections 301, 302, 303, 306, 307 of PL 92-500 and PL 95-217 if conducted in accordance with the application.and conditions hereinafter set forth. Condition(s) of Certification: 1. That the activity be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction related discharge (increases such that the turbidity in the Stream is 25 NTU's or less are not considered significant). 2. Sewer approvals will be needed from DER to connect the Ocean wynds development to North Topsail WWTP. 3. Wetland fill (if any) in the development will require additional certification from DEM. Violations of any condition herein set forth shall result in revocation of this Certification. PROJECT DESCRIPTION The applicant currently owns a 11.4 acre tract of land located off S.R. 1568, North Topsail Beach, adjacent the Atlantic Ocean, Onslow Ocean. The project area represents a typical undeveloped section of the coastline with a highly developed frontal dune consisting of both american beach grass, Ammophila breviligulata, and sea oates, Uniola paniculata. The average width of the property between the first line of stable natural vegetation and the adjacent roadway is approximately 200 ft. Erosion rates along this section of shoreline varies from 2 to 3 ft per year. A small band of delineated 404 wetlands occurs along the property boundary with SR 1568. The applicant proposes to install water and sewer mains and a sewage pump station along the existing road right of way. Portions of the pipes will be located within the band of 404 wetlands. The proposed facilities will serve the subdivision of the applicants property into 28 single family residential lots.
