A few things to note in this permit - There are no limits for GenX or HFPO dimer acid The one Stormwater and several Process wastewater Outfalls 001, 002, 005, 105 have monitoring for PFOA - in the permit it is listed as follows: Ammonium Perfluorooctanoate — report and monitor only (ie. no limits) The long list of chemical limitations you see under process wastewater outfalls 002 and 005 are required as part of the Federal Effluent Guidelines for Organic Chemicals, Plastics, and Synthetic Fibers (OCPSF) Point Source Category (40 CFR Part 414) — they are listed in Chemours NC permit as well. There are a few special conditions that might be useful to put in NC's renewal of the Chemours permit (Section C No. 16 —18) — I need to look into it. I wasn't thinking. The Washington Works permit (WV0001279) was last issued back in 2003, according to our records, and keeps getting administratively extended. Similar to the Bell Plant permit, Washington Works has been on the priority permit candidate list as well without being selected. The 2003 permit can be found in the G:\NPDES Final Permits - Electronic\WV\E l DuPont - Washington Works (WV0001279)\2003 issued permit folder. Molly, Yes Matt would be the contact for Washington Works also, and yes please keep us in the loop. I am also attaching the 2003 permit (it's a pretty large file) and its fact sheet, FYI. I found the Belle plant on the internet and after reading about it I was thinking this was it. Sorry for my confusion but I probably need the Washington Works facility permit. I just heard/saw the VM message from Molly and an email from my R4 counterpart about this and was going to turn to you for help. Would it be possible to obtain the permit that is currently in place? Molly, are you sure it's the Belle Plant you are interested in? The Chemours plant in WV that had been manufacturing PFOA (and releasing it) was their Washington Works plant in Washington, WV located on the Ohio River. Their Belle Plant manufactured chemicals for the agriculture industry and is located on the Kanawha River. Brian, would there be a separate permit for the Washington Works plant? We don't have any info for that permit. WV0002399 is the facility's main NPDES permit. My records show that it expired on 6/30/2013 and has been administratively extended ever since. The last draft permit we saw was back in 2015, in which we provided a number of comments to the State. We have not heard anything on the reissuance of this permit since then. This permit has been on the priority permit candidate list the last couple of years, but has not been selected by the State. It probably makes more sense for your NC contact to get in touch with our WVDEP contact to get an understanding of what WV is developing for this reissuance. I believe the permit # is WV0002399 but I also saw in the DMR loading tool reference to another NPDES permit given to the facility under the ID WV0077054. NC is redrafting a new permit for the Chemours facility in Fayetteville, NC and they want to know how other states are permitting GenX or other HFPO dimer acids. Becky Allenbach, our acting deputy director, suggested that I call Rick Rogers and I left a voicemail message for him. Thanks in advance for the help!
