PROJECT SUMMARY: The applicant is proposing to construct a new boat ramp with concrete maneuvering area, apron, stabilization walls, pier, and a wooden boardwalk. FIELD INVESTIGATION REPORT: Trails End Boating Access Area, NHC PAGE #2 9. NARRATIVE DESCRIPTION: The project is located at 613 Trails End Road, adjacent to the Atlantic Intracoastal Waterway (AIWW) just south of Whiskey Creek, in New Hanover County. To locate the project site from Market Street (Highway 17), travel South on College Road towards Monkey Junction. At the intersection of South College Road and Holly Tree Road turn left. Continue east on Holly Tree Road, and bear right at the stoplight onto Pine Grove Drive. Continue on Pine Grove Drive, and bear right at the intersection of Masonboro Loop and Masonboro Sound Roads. Continue south on Masonboro Loop Road for approximately 2 miles. Turn left onto Trails End Road after crossing the Whiskey Creek Bridge. Continue east on Trails End Road until it terminates at the AIWW. The project site will be located on the left hand side at the end of the road. The project site is approximately 1.78 acres and consists of five (5) parcels that are currently owned by New Hanover County. The North Carolina Wildlife Resource Commission is applying on behalf of New Hanover County to develop this area as a free public boating access area. The upland portions of the project site have an average elevation of approximately +6 feet above Normal High Water (NHW) and are vegetated primarily with lawn grasses and mature upland hardwood species such as Live Oak and Red Cedar. Existing man-made features on the project site include a chain link fence and an unimproved sand/gravel parking area on the highground. Existing water dependant features on the project site include a 63 feet long by 6 feet wide fixed pier extending toward the AIWW. The existing pier terminates at a 16 feet long by 16 feet wide platform. Connected to the platform, via ramps, on the north and south sides, are two (2) floating docks approximately 8 feet wide by 16 feet long. Water depths adjacent to the existing docking structure are approximately -4 feet at Normal Low Water (NLW). The project site has approximately 202 linear feet of shoreline frontage along the AIWW that has been stabilized with a wooden bulkhead. Located waterward of the existing bulkhead are Coastal Wetlands consisting primarily of Smooth Cordgrass (Spartina alternaflora). The Coastal Wetlands range from approximately 30 feet in width, at the northern property line, to approximately 12 feet in width along the property line to the south. The Trails End Road Right of Way abuts the project site to the south and has an unimproved boat launch area at its terminus. The ownership and maintenance responsibility of the area from the intersection of Purviance Drive to the street end are unclear, although the boat launch and access area have been historically utilized by adjacent land owners and the public. Current land uses adjacent to the project site include a marina with wet and dry slips to the north and developed residential lots to the south and west. The Wilmington-New Hanover County Land Use Plan classifies the upland areas of the project site as Conservation. The waters of the Cape Fear River are classified as SA-ORW by the NC Division of Water Quality (DWQ). The NC Division of Marine Fisheries (DMF) has designated this area of Masonboro Sound as Primary Nursery Area and the waters adjacent to the proposed project are closed to the harvesting of shellfish. 10. PROPOSED PROJECT: The applicant is proposing to construct a new boat ramp with concrete maneuvering area, apron, bulkhead, pier, and a wooden boardwalk. The applicant is proposing to construct a new 60 feet long by 16 feet wide boat ramp that would be located along the southern property line. The proposed boat ramp would require the removal of a portion of the existing bulkhead and excavation. The proposed boat ramp would require minimal excavation above NHW, excavation of Coastal Wetlands, and excavation of shallow water bottom to provide adequate slope for boat launching and to connect to adjoining water depths. The applicant is proposing to excavate approximately 285 square feet of Coastal Wetlands located within the proposed boat ramp area. The applicant is proposing to dredge an area below NHW, measuring approximately 35 feet long by 16 feet wide, to a depth of -4 feet (relative to NLW) to provide adequate slope and access to the existing channel. The applicant is proposing to dredge approximately 59 cubic FIELD INVESTIGATION REPORT: Trails End Boating Access Area, NHC PAGE #3 yards of material from below NHW within a designated PNA. All dredge spoil material would be placed on the highground, dewatered and grading on the existing project site. The proposed boat ramp would be constructed of concrete, formed on the highground and pushed into place. As proposed, the boat ramp would extend approximately 40 feet below NHW and approximately 25 feet below NLW. The applicant is proposing to stabilize the area below the concrete boat ramp with stone to prevent erosion. The applicant is proposing to construct two (2) vinyl walls along both sides of the boat ramp for stabilization. As proposed, the boat ramp stabilization walls would measure approximately 60 feet in length by 1.5 feet in width. The proposed boat ramp stabilization walls would parallel the concrete ramp and would terminate approximately 40 feet waterward of NHW at the edge of the concrete ramp. The applicant is proposing to construct a 60 feet long by 6 feet wide fixed dock adjacent to the proposed stabilization wall to the north that would provide access to boats staged within the launch area. This dock would connect to a 130 feet long by 4 feet wide wooden access walkway (located over the highground) that would provide access to the existing docking facility located on the project site. The applicant is also proposing to redevelop the existing sand/gravel parking area by constructing a 20 feet long by 16 feet wide concrete apron and 80 feet long by 58 feet wide concrete maneuvering area adjacent to the proposed boat ramp. The applicant is also proposing to revegetate a 1,544 square foot area that would be located waterward of the proposed wooden walkway. 11. ANTICIPATED IMPACTS: The proposed boat ramp would result in the excavation and filling of approximately 285 square feet of Coastal Wetlands (CW) AEC. As proposed, the boat ramp would result in the excavation of approximately 59 cubic yards of material from below NHW. The proposed excavation would result in a final depth of -4 feet relative to NLW at the waterward end of the proposed boat ramp. The proposed excavation would connect to the adjacent previously dredged channel which provides access to the AIWW. All dredge spoil material would be placed on the highground, dewatered and grading on the exisitng project site. The proposed boat ramp would result in approximately 640 square feet (+/- 35 cubic yards) of concrete over stone fill within the shallow bottom of the PNA, Public Trust Area (PTA) and Estuarine Waters (EW) AECs. The portions of the boat ramp and approach located above NHW would result in the redevelopment of approximately 5,280 square feet of existing impervious surface within the Outstanding Resource Waters (ORW)-AEC. The proposed wooden walkway, constructed on grade, would result in 520 square feet of impervious surface within the ORW-AEC. The proposed boat ramp stabilization walls along both sides of the boat ramp would result in approximately 81 sq. ft. of fill in the ES AEC. The portion of the boat ramp stabilization wall located waterward of NHW would result in approximately 99 square feet of fill within the PTA and EW AECs. The boat ramp stabilization wall would extend approximately 34 feet toward the channel. The proposed pier would incorporate approximately 192 square feet of PTA AEC and would extend approximately 34 feet toward the AIWW. Submitted by: Holley Snider Date: 7-14-09 Office: Wilmington Trails End Boating Access Area Narrative Trails End Road, Wilmington New Hanover County, North Carolina Project Description The North Carolina Wildlife Resources Commission (WRC) is proposing an addition to neighborhood boating access area that will enhance free public boating access to the Masonboro Sound area. The proposed boating access area will include one single slab concrete boat ramp with apron, two vinyl sheet pile breakwaters, one fixed pier, and a wooden walkway to an existing wooden dock. Also included will be a concrete maneuvering area. Ramp dimensions will be 16' x 60', apron dimensions will be 16' x 20', and concrete maneuvering area dimensions are 80' x 58' with a 40' radius on the northeast corner. Both sheet pile walls are identical with dimensions of approximately 1.5' by 60'. The wood dock dimensions will be 6' x 60'. The wooden walkway to the existing dock is 130' x 4'. Entrance to the access area will be from Trails End Road. Trails End Road is stone and leads to a stone maneuvering area in front of an existing unimproved boat launch. Currently, the unimproved boat launch has to remain in place due to agreements between the neighborhood and New Hanover County. New Hanover County purchased the adjacent property with the intention of providing a launch facility that could be used by the public, and not just the neighborhood. The project site is located at the terminus of Trails End Road. Current land use surrounding the project area is heavily developed with residential dwellings and a marina to the north of the property. Need for the Proposed Project Providing public access for recreational uses of wildlife and fisheries resources is important to accomplishing the WRC's overall management objectives. The Boating Safety Act (G. S. 75A-1 et seq.) contains provisions for funding and expenditures to purchase or lease areas for constructing boating access facilities [G. S. 75A-3(c)]. As of 2009, the WRC has constructed approximately 210 boating access areas across North Carolina. Requests for new access areas are received on a regular basis. Improvement of the existing access area at the proposed project site will enhance public access to Masonboro Sound and the AICW for anglers, recreational boaters and waterfowl hunters. The project site is currently developed and receives moderate use from the public and neighborhood. The demand for new boating access areas statewide continues to increase. The popularity of boating access areas has lead to overcrowding, and long waits for loading and unloading boats are being experienced. Presently, the closest Wildlife boat ramp is the Wrightsville Beach BAA, which is undersized pertaining to the amount of use it receives. A developed facility on Trails End Road will help alleviate overcrowding at surrounding boat launches. Alternatives Considered 2 The objective of the proposed project is to provide a facility that will enhance public access to the waters of the area. Alternatives to the proposed project were not considered, as none would accomplish the project objective. Likewise, alternate site locations were not considered as proposed site and the private holdings adjacent to the site have all been developed, thereby minimizing the impacts of the improved access area. Finally, there is very limited public access in the area. The location of this site coupled with the intent of the county to provide water access serves an important public access need. The proposed activities are intended to bring an existing facility within acceptable design standards that all of the public can enjoy. Cultural resources:--There are no known cultural or archaeological resources on the access area site; however, a formal archeological survey on this site has not been conducted. Until construction of the current residential community, the majority of the site was most likely part of a vast freshwater marsh complex. Prior to the sites current condition, a commercial restaurant was on the property. Description of the Proposed Action Boat ramp:--One single lane 60.0' x 16' reinforced concrete boat ramp will be constructed adjacent to where the existing sand boat launch is located. Approximately 60 yd3 of material below normal high water level (NHW) will be excavated during construction of the boat ramp in order to achieve proper boat launching depth. Maximum dredging depth will be reached at approximately 30' beyond existing bulkhead and it will not exceed 4' below NLW. Substrate beyond maximum dredging depth will be sloped to existing grade. There is no fill other than construction materials proposed for this project. Breakwaters and Bulkheads:--Two 60' x 1.5' vinyl walls will be constructed adjacent to the concrete ramp. The walls will act as bulkheads until they connect with the exisiting bulkhead, and then 2" slots will be cut from where the existing bottom meets the wall to above MHW to allow for fish and other animal passage. Pier:--One 60' x 6' fixed wooden pier will be constructed between the breakwaters, on the northern side of the ramp. The pier will be used to assist with the launching and retrieving of boats at the access area. Walkway:--One 120' x 4' fixed wooden walkway will be constructed between the maneuvering area apron and the existing wood dock. This will allow easy access from the dock to the maneuvering area in the event that boats need to que at the existing dock. Environmental Impacts from the Proposed Action Terrestrial:-- Because the majority of the project area is currently heavily developed, direct impacts to terrestrial species will be negligible, and no upland or riparian habitats will be altered. Currently, human activity in the proximity of the project area includes private boat ramps, a marina, breakwaters, bulkhead shorelines and residential dwellings. The existing boat launch is currently moderately used. Locations of the proposed boat ramp, breakwaters, and pier were selected to minimize impacts to aquatic resources and associated habitat. Noise levels will increase as construction equipment (bulldozer, backhoe, and trackhoe) is used to improve the access area. However, such adverse impacts will be short-term and will not exceed levels currently found on construction sites utilizing similar equipment. Socio-economic:--Socio-economic impacts of the project site are generally regarded as positive since availability of the access area will result in greater use of commercial businesses in the immediate vicinity. Due to the location of this project site within a residential community, improvement of the access area may increase property values in the surrounding area as a greater variety of boats will be able to gain access to Masonboro Sound and the AICW. Mitigation for Unavoidable Environmental Impacts Terrestrial and Aquatic Resources:--Due to the developed nature of the project site, direct environmental impacts from this project will be minimal as a gravel parking lot, stone maneuvering area, wooden pier, and sand boat launch already exist on location. No increases in impervious surface or stormwater runoff are expected after the proposed facility is constructed. The placement of erosion control stone beneath the boat ramp will provide hard substrate not presently available in the project area. These areas may be colonized to some extent by various aquatic organisms tolerant of the characteristics of the altered habitat. Small fish species may also utilize the stone rip-rap as cover from predators. To minimize localized turbidity after project completion, a no-wake zone will be established within 50 yards of the access area. Summary The North Carolina Wildlife Resources Commission is proposing to build an improved boating access area located at the end of Trails End Road, Wilmington, New Hanover County. Due to the developed conditions of the surrounding community, no upland habitat will be altered to accommodate the proposed access area. The majority of the project area is currently heavily developed with private boat ramps, breakwaters and dwellings. Total area to be excavated during construction of one single lane concrete ramp, two vinyl breakwaters, and one fixed pier courtesy dock include 60 yd3 below normal high water level. Locations of proposed boat ramp, breakwaters, and pier were selected to minimized impacts to aquatic habitat. There is no fill material proposed for this project except construction materials. Benefits from the access area include increased public recreational opportunity on Masonboro Sound and the AICW. A developed facility on Trails End Road will help alleviate overcrowding at surrounding boat launches. It is anticipated that the boat ramp will receive increased utilization immediately after completion. Use of the access area will benefit the local economy as fishermen and recreational boaters patronize commercial businesses in the vicinity of the project area. Due to the developed community surrounding the existing boat launch, this project will have minimum impacts on aquatic and terrestrial resources. Site will function as a public boating access area for New Hanover County, and will be used for the launch and retrieval of trailerable vessels, and provide daily parking for its use. c. The groins and dock wil be constructed, with piles being either placed from land or water. Then the ramp base will be excavated and prepared. The ramp will be poured on high ground, and pushed into place with a dozer. The apron will be formed and poured, and the maneuvering area will be formed and poured. Equipment to be used will include a grader, dozer, and backhoe, with potential use from a crane, barge, vibratory hammer, or pile driver. There is enough room on site to store all equipment on high ground, and any waterbased equipment will be stored to minimize shoreline impacts. d. List all development activities you propose. Placement of two vinyl groins, a concrete launch ramp, a wooden fixed dock, a concrete apron, a wooden walkway, and a concrete maneuvering area. e.
