(.34 acre) 14,785 sq. ft. placed end to end for approximately 2,957 linear feet. 4 y 0 Ken Bateman Bio Report Page Two Site Description The applicant proposes to rip rap approximately 2,957 linear feet of shoreline on the farm he rents from Elizabeth Stevenson. The farm lies along the west bank of Newbegun Creek and the south bank of the Pasquotank River. The site is approximately two miles east of the town of Weeksville off of SR 1111, Pasquotank County. The farm is 90 acres in size with an average elevation above mean sea level of 5 feet. The principal soils on the farm are characterized by their somewhat poor internal drainage and fine to very fine silty loam texture. An extensive drainage system was required to economically crop this land. Vegetation on the cultivated portion of the farm consists of various monocrops (principally corn, soybeans, wheat). Four non-farm areas have been identified within the applicant's project area. The applicant has labeled these areas as either woods or as swamp. The soils in the areas labeled as swamp have a mucky character. The overstory is dominated by bald cypress (Taxodium distichum), black tupelo (N ssa aquatica), and red maple (Acer rubrum). The area labeled as woods by the applicant consists of loblolly pines (Pinus taeda) on a fine sandy loam soil. The site is elevated approximately 4 feet above MHW. The applicant proposes rip rapping adjacent to non-wetlands a maximum distance of 5 feet waterward of the normal water level. The waters in these areas are classified SC by the North Carolina Division of Environmental Management. The project site is within the Estuarine System Area of Environmental Concern. Average water depths are less than six inches under normal conditions. No emergent of submerged aquatic vegetation appears within the shallow water area of the project. The nearshore river bottom is firm, and is clay in texture. The applicant proposes using 30 inch culverts each eight feet in length and weighing 3000 pounds as rip rap. They will be placed end to end at the toe of the existing shoreline escarpment. Concrete demolition material may be used if the applicant cannot locate sufficient concrete culverts to complete the shoreline project. No rip rapping is proposed within or waterward of wetlands. Anticipated Impacts The proposed project will result in the loss of approximately 14,785 square feet (.34 acres) of shallow water s 4 Ken Bateman Bio Report Page Three habitat. No submerged or emergent aquatic vegetation will be impacted. River turbidity should be reduced as a result of reduced shoreline erosion. Reducing farmland erosion rates will diminish fertilizer and pesticide contamination of public trust waters. The culverts may migrate during storm events creating near shore navigation problems for small boats. CAMA Review For Areas of Environmental Concern, the Pasquotank County land use plan policy is to allow whatever development meets the standards of the CAMA permitting program. No additional guidance relative to this project is contained in the Pasquotank land use plan. No historical or archeological significance has been associated with this project area. The farm lies along the west bank of Newbegun Creek and the south bank of the Pasquotank River. The site is a.pproxima.tely two miles east of the town of Weeksville off of SR 1111, Pasquotank County. The farm is 90 acres in size with an average elevation above mean sea level of 5 feet. The principal soils on the farm are characterized by their somewhat poor_ internal drainage and fine to very, fine silty loam texture. An extensive drainage system was required to economically crop this land. Vegetation on the cultivated portion of the farm consists of various monocrops (principally corn, soybeans, wheat). Four non-farm areas have been identified within the applicant's project area. The applicant has labeled these areas as either woods or as swamp. The soils in the areas labeled as swamp have a nucky character. The overstory is dominated by bald cypress (larg.ium di_st_?,,chum), bla ck tupelo (Ie ssa aguatii ca.) , and red ma ple (;°=_cer rr_ ubrum) . The -.rea labeled as woods by the applicant consists of loblolly pinns (Pinqs tged a) on a fine sandy loam soil. The site is elevated approximately 4 feet above MHW. The applicant proposes rip rapping adjacent to non-wetlands a mayimum c.istance of 5 feet water:ward of the normal water level. The waters in these areas are classified SC by the North Carolina Division of EI°Vi onmental Management. The project site is within the Estuarine system Area of Environmental Concern. Average water- depths are less than six inches under norntal conditions. No en regent of submerged aquatic vegetation appears within the shallow water area of the project. The nearshore river bottom is firm, and is clay in texture. The applicant proposes using 30 inch culverts each eight feet in length and weighing 3000 pounds as rip rap. They will Oe placed end to end at the toe of the existing shoreline escarpment. Concrete demolition material may be used if he applicant cannot locate sufficient conc-rote culverts to covvlete the shoreline project. No rip rapping is proposed within or waterward of wetlands. No submerged or emergent aquatic vegetation will be impacted. River turbidity should be :-educed as result of reduced shoreline erosion. Reducing farmland erosion rates will diminish fertilizer and pesticide contamina'-ion of public trust waters.
