a building and bulkhead, excavate a boatslip and construct a pier on the
Scup perong River, Columbia, Tyrrell County, North Carolina.
Your proposal has been reviewed and found to be consistent with the
provisions and objectives of general permit No. CESAW-CO80-N-000-0291.
Therefore, you may commence construction activity in strict accordance with
applicable State authorization and the enclosed plan. Failure to comply with
the State authorization or conditions of the general permit could result in
civil and/or administrative penalties.
If any change in your work is required because of unforeseen or altered
conditions or for any other reason, plans revised to show the change must be
sent promptly to this office and the North Carolina Division of Coastal
Management prior to performing any such change or alteration. Such action is
necessary as revised plans must be reviewed and the authorization modified.

Project setting
The applicant's property is located in Columbia on Water Street adjacent the
east side of the Scuppernong River in Tyrrell County, North Carolina. The site
has an average elevation of 2.5' above mean sea level. The property is bordered
on the south by business 264 and on the north by Columbia Marina. The majority
of the project site is taken up by the existing building with a small strip of
lawn grass on each side.
Project description
The applicant proposes to renovate the existing 25' by 74' two story building.
A portion of the existing building is constructed an average of 8.7' waterward
of the existing shoreline. A bulkhead is proposed to be constructed immediately
adjacent to and waterward of the existing concrete and brick foundation. The
bulkhead will also act as a permanent form for the new foundation behind it. A
new concrete floor is proposed to be constructed by digging behind the bulkhead
to a depth of 6' tapering back approximately 23' to the existing slab floor and
refilling the area with 2" stone. A new foundation and steel reinforced slab
will be poured over the stone. The existing one story addition on the building
is to be removed and a 14' by 24' slip will be dug to a depth of 6' below the
NWL in its place. The side and back of the slip will be bulkheaded. The
adjacent Columbia Marina slip will have a 14' by 10' section of highground
removed to 6' below the NWL and the existing bulkhead moved landward to connect
with the newly created slip. A 2' by 29' access pier is also proposed.
Anticipated impacts
The project as proposed would result in the filling of approximately 170 square
feet of previously impacted river bottom. Approximately 315 square feet of
highground will be converted to open water. The project would result in
localized turbidity associated with the bulkhead construction and the proposed
digging and filling activities. The removal of the one story addition will
result in a reduction of impervious surface from an existing 68% to 53%.

8 ADDITIONAL INFORMATION
In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 710203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management and should be advised by the applicant of
that opportunity.

Enclosed is the application of Columbia Marina, Sweet Bay Tree,
Incorporated, for Department of the Army authorization and a State Water
Quality Certification to renovate a building and bulkhead, excavate a boatslip
and construct a pier on the Scupperong River, Columbia, Tyrrell County, North
Carolina. Your receipt of this letter verifies your acceptance of a valid
request for certification in accordance with Section 325.2(b)(ii) of our
administrative regulations.
We are considering authorizing the proposed activity pursuant•to Section
404 of the Clean Water Act, and we have determined that a water quality
certification may be required under the provisions of Section 401 of the same
law. A Department of the Army permit will not be granted until the
certification has been obtained or waived.
In accordance with our administrative regulations, 60 days after receipt
of a request for certification is a reasonable time for State action.
Therefore, if you have not acted on the request by March 16, 1992, the
District Engineer will deem that waiver has occurred.

highground to a depth of 6' below the NWL. A 2' by 29'
pier is also proposed.

Project setting
The applicant's property is located in Columbia on Water Street adjacent the
east side of the Scuppernong River in Tyrrell County, North Carolina. The site
has an average elevation of 2.5' above mean sea level. The property is bordered
on the south by business 264 and on the north by Columbia ?farina. The majority
of the project site is taken up by the existing building with a small strip of
lawn grass on each side.
Project description
The applicant proposes to renovate the existing 25' by 74' two story building.
A portion of the existing building is constructed an average of .8.7' waterward
of the existing shoreline, A bulkhead is proposed to be constructed immediately
adjacent to and waterward of the existing concrete and brick foundation. The
bulkhead will also act as a permanent form for the new foundation behind it. A
new concrete floor is proposed to be constructed by digging behind the bulkhead
to a depth of 6' tapering back approximately 23' to the existing slab floor and
refilling the area with 2" stone. A new foundation and steel reinforced slab
will be poured over the stone. The existing one story addition on the building
is to be removed and a 14' by 24' slip will be dug to a depth of 6' below the
NWL in its place. The side and back of the slip will be bulkheaded. The
adjacent Columbia Marina slip will have a 14' by 10' section of highground
removed to 6' below the NV7L and the existing bulkhead moved landward to connect
with the newly created slip. A 2' by 29' access pier is also proposed.
Anticipated impacts
The project as proposed would result in the filling of approximately 170 square
feet of previously impacted river bottom. Approximately 31-5 square feet of
highground will be converted to open water. The project would result in
localized turbidity associated with the bulkhead construction and the proposed
digging and filling activities. The removal of the one story addition will
result in a reduction of i pervious surface from an existing 68% to 530.
