Noland, Regional Supervisor Fayetteville Regional Office SUBJECT: 401 Certification Sampson County Health Department Solid Waste Recycling Drop Off Site SR 1633 near Plainview, Sampson County le&e' 19 The proposed project involves placement of fill material in approximately .9 acres of isolated wetland off SR 1633 in northwest Sampson County. The County Health Department is responsible for solid waste disposal and has asked for approval of this project in order to develop a suitable site for construction of a garbage collection - recycling station. The site is bordered on one side by a natural gas right-of-way with the remaining side and rear undisturbed. Approximately 1-2 feet of fill will be required to stabilize the site for installation of concrete pads and traffic surfaces. Waste disposal needs for the attendant will be met by use of a portable toilet. Due to the reasonably low wetland values associated with this site and the small area involved, it is the recommendation of this office that the requested certification be granted.
