A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 4. Army Corps 1/ .4 FROM: Chris Goudreau 61,611- District Fisheries Biologist ngineers DATE: November 20, 1992 SUBJECT: Application for Nationwide P rmit 4 to install various fish attractor devices in L kee_James, Rhodhiss, Hickory, Lookout Shoals, Mountain Island, Wylie, and Lure during 1993 and 1994 The North Carolina Wildlife Resources Commission is requesting 404 permits from the U.S. Army Corps of Engineers for the above referenced projects. By copy of this memorandum we are applying to the North Carolina Division of Environmental Management, Water Quality Section, for 401 certification. The proposed project consists of installation of fish attractor devices according to the following schedule: 1993 Lake County Attractor Type Number James McDowell Catfish spawning 25 Hickory Catawba/Caldwell/ Christmas trees 400 Alexander Lookout Shoals Catawba/Iredell/ Christmas trees 300 Alexander Wylie Gaston/Mecklenburg Christmas trees 300 Lure Rutherford Christmas trees 150 1994 Lake County Attractor Type Number James Burke/McDowell Christmas trees 400 Rhodhiss Burke/Caldwell Christmas trees 300 Mountain Island Gaston/Mecklenburg Christmas trees 200 The catfish spawning structures will be constructed and installed according to the methods described on pages 14-16 of A Guide to the Construction of Freshwater Artificial Reefs published by the Sport Fishing Institute (enclosed). Concrete to weight the structures will be poured prior to installation and allowed to completely dry. The structures will be placed on the Catawba Arm of Lake James in depths of 15-20 feet at full pool. Bundles of 8-12 Christmas trees will be threaded onto steel cable. The bundles will be weighted with pre-cast concrete blocks and sunk in depths of 20-30 feet. This memorandum also serves to meet the concurrence requirements necessary in certain trout counties. Also, I hereby request a determination on the need to contact the U.S. Fish and Wildlife Service regarding the presence of any Federally listed threatened or endangered species in the area, or the State Historic Preservation Officer regarding the presence of historic properties in the area. These comments are provided in accordance with provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U. S. C. 661-667d). The sites consist of open water portions of reservoirs controlled by Duke Power Company and the Town of Lake Lure. Based on our information on the range of trout in the project area, we do not believe this project will impact waters supporting trout. No wetlands or habitats likely to support any endangered, threatened, or special concern species will be impacted. As project applicant we will take all necessary precautions to ensure that no negative environmental impacts will occur. Therefore, we do not object to the project as proposed. PIPING TARGET SPECIES - Catfish, bullhead MATERIALS - Vitrified clay PVC and corru- gated polyethylene pipe can be purchased at building supply stores. There are often broken pipes or seconds that can be obtained free at construction sites or from distributors. CONSTRUCTION TECHNIQUES - Concrete r and vitrified clay piping can be bundled into a pyramid shape. Plastic bundling strips may work better than polypropylene rope. PVC acid corru- gated polyethylene piping, because of their light weight, need to be ballasted. DEPLOYMENT AND SECURING - Use got a barge or pontoon boat allows for fewer trips to and from the shore. However, recreational fishing boats can be used to ferry the pipes to the site.
