Upon review of your request for Water Quality Certification
to place fill material in 0.54 acres of wetlands for stormwater
pond creation located at John Wesley College, in Guilford County,
we have determined that the proposed fill can be covered by
General Water Quality Certification No. 2671 issued January 21,
1992. A copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 26.

This site was visited on 920804. The wetland basically ran the
course of the creek.
It appears that the college will be losing a significant outdoor
laboratory opportunity if this site is flooded for watershed protection
purposes. The three (3) points for human values are basically due to
the intermittent nature of the creek. This may not be truly indicative
of the actual recreational/ educational potential for this general area
considering the academic goals of the college, the diversity of flora
and the urbanized setting of the site.
Mr. Kenny Marlowe, P.E. was contacted on 920811 to discuss
the potential for conserving portions of the creek while still providing
the watershed protection required. The current plan "maximized"
watershed protection for the entire watershed according to Mr.
Marlowe. He will consult with the administration and the biology
department of the college to determine if conservation is feasible (or
desired) and still within the requirements for watershed protection.
No known species of concern are believed to be in the area.
The WSRO does not object to a 401 permit being issued for this
site whether or not modifications to the plan are made that could
conserve some of the creek (thereby enhancing educational
opportunities for the college). If you have any questions please do not
hesitate to call.

Based on our records, there are no Federally-listed endangered or
threatened species which may occur within the project impact area.
The attached page(s) list(s) the Federally-listed species which
may occur within the project impact area.
If the proposed project will be removing pines greater than or equal
to 30 years of age in pine or pine/hardwood habitat, surveys should
be conducted for active red-cockaded woodpecker cavity trees in
appropriate habitat within a 1/2 mile radius of project boundaries.
If red-cockaded woodpeckers are observed within the project area or
active cavity trees found, the project has the potential to adversely
affect the red-cockaded woodpecker, and you should contact this
office for further information.
Concur - Is not likely to adversely affect Federally-listed
endangered or threateded species.
Staffing limitations prevent us from conducting a field inspection
of the project site. Therefore, we are unable to provide you
with site specific recommendations at this time.
Questions regarding this form letter may be directed to the biologist who is
handling this project.
