Harris, PE" <davidharris@dot. state. nc.us> CC: gregthorpe@dot.state.nc.us, Jeff Manning <jeffmanning@ncmail.net> There is a proposed reclassification in the Cape River Basin that I would appreciat—e you looking at, and providing additional costs (maintenance and capital) DOT would incur, by fiscal year (starting with 2008-2009) if possible, for each affected project, including reference to annual construction rate, and # per mile and/or total # of any additional needed erosion and stormwater control devices. The map of the proposed WS-IV reclassification area for the Cape Fear River (Bladen and Cumberland Counties) is attached. The main roads (state, or higher level) in this proposed watershed are NC87 and NC20, and there are several county roads. There are 12 named (indexed) streams and stream segments in the proposed watershed, starting with the Cape Fear River [portion of 18-(26) ], and then from Grays Creek [18-35-(2)] through Mines Creek [18-38-1-(2)] (upper portions of some of these tributaries are not included in the proposal). I did find 1 project in the TIP 2007-2013 list (and draft TIP 2009-2015) for Division 6 in the proposed watershed. It is R-2562 and is for "NC 87 Elizabethtown Bypass to (widen to) multi -lanes at I-95 It appears that just parts AA, AB, and B, and perhaps AC of this R-2562 project fall in the proposed watershed, and these parts of the project appear as "complete" in the "schedule" column, with the exception of AC, which is to be completed in FY 07 (which is before the proposed rule would be effective, if FY 07 ends before/on July 2008). If all of the above info re: R-2562 is correct, and as this proposal is expected to become effective in March 2009, it would appear that no parts of R-2562 would be impacted by the proposal. I also found 2 projects in the TIP 2007-2013 list in Division 6 which may be in the proposed watershed. One project is W-5006, which is related to NC 87 and is for "SR 2235 (Gray's Church Road), SR 2261 (Alderman Road) and SR 2233 (Butler Nursery Road) (to) Install Directional Crossovers." Portions of SR2235, 2261, and 2233 are located in the proposed watershed, but I'm not sure if they are the same portions of these roads as those included in W-5006. In addition, the second project is SF-4900E, which is related to NC 20 and is for 11SR1300 (Chicken Foot Road) (to) install overhead flasher. "Again, I'm not sure if this project is in the proposed watershed. I'm not even sure if the proposed reclassification would affect the installation of directional crossovers or overhead flashers! It appears that SF-4900E is to be completed in FY07, so if that is before/on July 2008, that project would not be impacted by the reclassification. W-5006 is to be completed in FY08, (which to me means possibly after March 2009), so if directional crossovers are impacted by WS reclassifications in general, then this project would be impacted by this specific reclassification, due to the estimated effective date. If you would gather the DOT info pertinent to this request from the appropriate local NCDOT district/s as well as Raleigh personnel, that would be great. I would also greatly appreciate it if you could provide me with all of the info requested in the first sentence of this e-mail by May 1, 2008; I will then use it in my fiscal analysis for this project.
