C. in Davie County, we have determined that the proposed fill can be covered by General Water Quality Certification No. 2745 issued January 21, 1992. A copy of.the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 3. An additional condition is that dredging must be done after the canal is drained and that all dredge spoil must be disposed of in an upland site and properly stabilized to prevent offsite erosion. ' Box 27687 Raleigh, N:C. 27611 Dear Mr. Mills, Persuant to a license application for a minor hydro electric plant on the 'South Yadkin River at Coolemee, N.C., known as the "Coolemee Project" hereby respectfully request a "401" certificate for our project, or a statement from your department- 'that we do not need.the certificate. ' We are applying for a minor water power license from the FERC for'the project and need the certificate as a part of that process. We will be a run of river operation using a currently existing site. The dam an¢' other works are existing. We will not be discharging anything except the rivers own water back into the river. There will be no cooling water. No 404 permits were required by the core of engineers. If /.tore information is necessary please call (919) 294-9995, and we will supply what ever you need. We do not to purpose to discharge any waste water pollutants including heat or fill material into the waters or the wet lands. Many thanks and come see us when you can, you're always welcome. Cook 12:17 OFFICE DEPOT #32 P. 02 ' f ' 1 a -Jurbine Industries Inc. _ 5312 Groometown Road Greensboro, N.C. 27407 (919) 294-9995 RE: Coolemee Hydroelectric Project 5-4-91 Gentlemen, biffNf 1991 WATER QUALIT S Turbine Industries, Inc. is currently applying to the Federal Energy Regulatory Commission for a minor license under order 106 for the Coolemee Hydroelectric Project, located on the South Yadkin River in Coolemee, North Carolina. The Coolemee Dam was built in the early 1900's as apart of a mill operation. It is approximately 500 feet long and approximately 12 feet tall. A 2000 foot mill race leads to the Power House. All buildings and turbines exist. Development plans include rehabilitation of turbines and generators in the Power House. The project will be operated in a run of the river mode with no reservoir drawdowns. Notification and comment request from your agency are part of the license application process. A location map of the area has been attached for your use. Please respond by June 3, 1991. A draft license will be submitted to you after your initial response. Your comments are encouraged.
