Upon review of your request for Water Quality Certification
to place fill material in 0.60 acres of wetlands for
commercial development located at US 29/74 and I-85 in Gaston
County, we have determined that the proposed fill can be covered
by General Water Quality Certification No. 2671 issued January
21, 1992. A copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 26. An additional condition
is that stormwater management shall be done from the site
following Mr. James McGovern's letter of May 29, 1992.

The propvS9d retail tenter will inalvde a Sams Wholesale Club and K-Mart store.
The particular site is adjacent to an existing retail aenter and wiII have common
aaeess. This particular site was chosen due to its location and accessibility
and is consistent with the Gastonia Planning Commission's planned use for this
area. The affected stream and wetland area is minimal compared to the size of
the development.
Due to the topography of this site, culverting and filling of the existing
intermittent stream is unavoidable. Access to this site is dictated by NCDOT
and requires filling of the low areas in order to promote the proper finished
grade relationship with Highway 74.
In summary, the proposed development is limited to very few sites due to its
size, visibility and accessibility and will impact a minimal amount of the
existing intermittent stream and wetland area.
