Dear Mr. Erwin:
Reference your December 7, 1992 application for Department of the Army
authorization to install sewer lines as part of the Hickory Regional Sewer
Project in Burke and Caldwell Counties, North Carolina. There are three
elements of the project. The first will involve the enlargement of the City
of Hickory's wastewater treatment plant. The second will involve sewer line
construction within and south of the Town of Longview where new lines will
connect into an existing 24-inch main line near the Henry Fork. The third
element is sewer line construction west of Longview and the construction of a
pump station. This element will occur in Burke County and the Town of
Hildebran where the new lines will connect with a new 24-inch main that will
follow the Henry Fork south of Longview. The purpose for the project is to
provide sewer service to parts of Longview and eastern Burke County.
The installation of all the sewer lines will involve a temporary impact to
less than 1/10 of an acre of riparian wetlands and 13 stream channels in
unnamed tributaries of the Henry Fork. All stream crossings will run
perpendicular to the channels and lines will be installed at least 12 inches
below the bottom of each channel. Riprap will be deposited on the banks at
each crossing and will not interrupt natural flow. All trenches will be
backfilled, graded back to original contours, and appropriate erosion control
measures installed. Trenches will be approximately 2 feet wide and 6 to 8
feet deep. Efforts were made to avoid wetlands where possible and to stay at
least 50 feet back from stream channels. This project has been coordinated
with the N.C. Wildlife Resources Commission (WRC).
For the purposes of the U.S. Army Corps of Engineers' Regulatory Program,
Title 33, Code of Federal Regulations (CFR), Part 330.6, published in the
Federal Register on November 22, 1991, lists nationwide permits (NWP).
Authorization, pursuant to Section 404 of the Clean Water Act, was provided
for the discharge of material for backfill or bedding for utility lines,
including outfall and intake structures, provided there is no change in
pre-construction contours.

Your work is authorized by this NWP provided it is accomplished in strict
accordance with the enclosed conditions. This NWP does not relieve you of the
responsibility to obtain any required State or local approval. It is
recommended that you contact Mr. John Dorney of the State of North Carolina,
at telephone (919) 733-1786, to ensure that you have complied with state water
quality certification requirements.
This verification will be valid for 2 years from the date of this letter
unless the NWP authorization is modified, reissued, or revoked. Also, this
verification will remain valid for the 2 years if, during that period, the NWP
authorization is reissued without modification or the activity complies with
any subsequent modification of the NWP authorization. If during the 2 years,
the NWP authorization expires or is suspended or revoked, or is modified, such
that the activity would no longer comply with the terms and conditions of the
NWP, activities which have commenced (i.e., are under construction) or are
under contract to commence in reliance upon the NWP will remain authorized
provided the activity is completed within 12 months of the date of the NWP's
expiration, modification or revocation, unless discretionary authority has
been exercised on a case-by-case basis to modify, suspend, or revoke the
authorization.

attached. This Certification may be used in qualifying for

DESCRIPTION OF PROPOSED WORK
The Hickory Regional Sewer Project will involve an expansion
of the City of Hickory's Wastewater Treatment Plant to a capacity
of 9mgd to serve Hickory, Long View and the Eastern part of Burke
County including Hildebran. There are several local governments
involved in this project. They are Hickory, Long View; Hildebran
and Burke County.
There are three major elements of this project. The first
will involve the enlargement of the City of Hickory WWTP from 6 mgd
to 9mgd. The second will involve sewer line construction within
and south of the Town of Long View. These lines will connect into
an existing 24" main near the Henry River which carries the
effluent to the Hickory WWTP. The third element will occur in
Eastern Burke County and Hildebran and will involve sewer line
construction west of Long View and the construction of a pump
station. These lines will connect with a new 24" main that will
follow the Henry River south of the Town of Long View.
The Town of Long View will construct a gravity flow system to
serve unsewered areas of the Town of Long View, potential growth
areas within the Long view service area, and provide gravity sewer
service to the eastern part of Burke County. These facilities will
consist of approximately 30,000 LF of sewer lines in the Long View
service area consisting of 10, 12, 15, 18, 21 and 24 inch diameter
pipe which will connect to the City of Hickory's sewer system with
treatment provided at the Henry Fork Wastewater Treatment Plant.
The Burke County element will involve the construction of
11,500 LF of interceptor and force main lines, a 400 gpm pump
station and force main to a Hickory outfall line. In addition
7,500 LF of lines will be constructed by Hildebran and these will
connect into the Burke Counties lines near the proposed pump
station.
