General Water Quality Certification No. 2664 issued January 21,
1992. A copy of the General Certification is attached. This.
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 12.

SUBJECT: Application for 401 Certification by City of Claremont
for installation of sewer lines along McLin Creek,
Catawba County
This correspondence responds to a request by you for our
comments regarding the application for 401 Certification by the
City of Claremont for installation of 10,000 linear feet of 24-
inch sewer line along McLin Creek from SR 1722 to SR 1728.
The North Carolina Wildlife Resources Commission (NCWRC) has
the following recommendations:
1) Stream crossings should be minimized, located at narrow
areas, and made perpendicular to the stream where possible.
2) An undisturbed vegetated buffer zone should be preserved
between McLin Creek and construction activities, except at
crossings. Where the buffer zone is less than 50 feet wide,
erosion control measures should be especially stringent.
3) A portion of the right-of-way (ROW) (1 acre scattered)
should be planted with VA-70 lespedeza, Korean lespedeza,
and/or partridge pea to provide food and additional habitat
for wildlife.
4) The ROW should be mowed if necessary not more than once
every 2-3 years. We recommend mowing only in February and
March to protect small game nesting later in the year.
5) Temporary ground cover (e.g. hardwood mulch, straw, etc.)
must be placed on all bare soil during construction.

Permanent vegetation in these same areas must be established
within 15 days of ground disturbing activities to provide
long term erosion control.

We have conducted a search of our maps and files and have located the
following structures of historical or architectural importance within
the General area. of the project:

We have enclosed a map showing the exact location of these structures.
There are no '.known archaeological. sites within the proposed project
area. Based on our present knowledge of the-area, it is unlikely that
any archaeological resources which may be eligible for inclusion in the

construction. We, therefore, recommend that no archaeological investigation
be conducted in connection with this project.

FINDING OF NO SIGNIFICANT IMPACT (FNSI)
CONSTRUCT A TREATMENT PLANT AND A TRANSPORT LINE
Title VI of the amended Clean Water Act requires the review and
approval of environmental information prior to the construction of
publicly-owned wastewater treatment facilities financed by the State
Revolving Fund (SRF). The proposed project has been evaluated for
compliance with the North Carolina Environmental Policy Act and
determined to be a major agency action which will affect the
environment.
Project Applicant: Claremont, North Carolina
Project Number: CS370576-03
Project Description: The proposed project consists of constructing
a 0.30 mgd batch reactor treatment facility
and 10,000 linear feet of 24-inch interceptor.
Project Cost: The total project cost is $3,521,430.
The wastewater treatment plant is projected to
cost $2,557,730 and the transport line will be
$963,700. The amount to be financed from the
State Revolving Fund is $2,951,430 and the
ineligible portion is $570,000.
The review process indicated that significant adverse environmental
impacts would not occur, and an environmental impact statement (EIS)
will not be required. The decision was based on information in the
facilities plan, a public hearing document, and reviews by governmental
agencies. An environmental assessment supporting this action is
attached. This FNSI completes the environmental review record, which
is available for inspection at the State Clearinghouse.
No administrative action will be taken on the proposed project for at
least thirty days after notification of the FNSI is published in the
North Carolina Environmental Bulletin.

ENVIRONMENTAL ASSESSMENT
A. Proposed Facilities and Actions ,
Figure 1 identifies the location of the proposed wastewater treatment
plant and the transport line. Figure 2 is a schematic of the proposed
treatment facility.
Treatment Facilities. The proposed project consists of abandoning
the existing 0.10 mgd South wastewater treatment plant and constructing
a 0.30 mgd batch reactor treatment facility along McLin Creek. Major
components will include preliminary treatment facilities, an influent
pump station, batch reactors, tertiary filters, a chlorination/
dechlorination system, sludge processing facilities, and a blower/
laboratory building. The treated effluent will-be discharged into
McLin Creek. The selected method of sludge disposal is composting at
a regional plant in Catawba County. If the composting method cannot be
implemented, a private contractor will land apply the sludge on a
permitted site.
Transport Line. The wastewater collected at the South treatment
plant and other nearby areas will be transported to the new facility
via 10,000 linear feet of 24-inch interceptor.
B. Existing Environment
Topography and Soils. The Citv of Claremont is located in Catawba
County. The area is located in the physiographic province of the
Western Piedmont Region of North Carolina. The area's principal
natural features are rolling hills and numerous drainage basins. Major
soil associations are Cecil, Hiwassee-Cecil, and Hiwassee. The soil
associations can be generally characterized as gently sloping to
moderately steep soils with a subsoil that is dominantly dark red or
red, firm clay. Most of the soils are well drained.
Surface Waters. McLin and Lvle Creeks are the major water bodies in
the area and both are tributaries to the Catawba River. The South
wastewater treatment plant has a discharge into an unnamed tributary to
McLin Creek and the North facility discharges into Mull Creek, a
tributary to Lyle Creek. McLin and Lyle Creek are both
chemically/physically impaired due to extensive siltation from
agricultural runoff.
Water Supply. The City of Claremont's potable water is provided by
the City of Hickory through the City of Conover. The source of the
water supply is Lake Hickory. Claremont also maintains two wells for
emergency purposes.
C. Existing Wastewater Facilities
The City of Claremont operates two wastewater treatment plants (North
and South) each with a capacity of 0.10 mgd. The plants were
constructed in 1963 and upgraded to the current level in 1980. The
South treatment plant discharges into an unnamed tributary to McLin
Creek, a Class C stream. The North facility discharges into Mull
Creek, a tributary to Lvle Creek, also a Class C stream. All
residential areas within the City of Claremont are provided access to
central sewer service, and it is at the discretion of the property
owner to connect to the central sewer system unless there are public
health problems from an on-site system. An assessment of the sewer
collection svstem indicates infiltration/inflow is non-excessive.
D. Need for Proposed Facilities and Actions
The City of Claremont operates two treatment plants with a combined
capacity of 0.20 mgd. A major industry has selected Claremont as the
location for an industrial facility which will generate 0.140 mgd of
wastewater when the two proposed construction phases are completed.
The selected site for the new industrv is near the South wastewater
treatment plant. Claremont's existing treatment facilities do not have
the capability for treating the wastewater to be generated by the
proposed industry. The lack of capacity will be further exacerbated by
the direct and indirect demand by residential development and secondary
growth industries. The additional wastewater demand would
hydraulically overload the South plant, which is already having a
problem meeting existing metals and toxicity effluent limits.
Additionally, more stringent effluent limits are anticipated in the
future. Therefore, the increased demand to treat more wastewater, as
well as meet more stringent effluent limits, requires the construction
of facilities to meet existing and future needs.
E. Alternatives Analvsis
The City of Claremont expanded the two treatment plants in 1980 to the
present capacity, but the facilities are still inadequate to handle
future flows and meet more stringent effluent limits. Several
wastewater alternatives were examined for serving the area and they are
as follows:
1. No-action. This action is not feasible due to the need to
provide additional treatment capacity, as well as meet more
stringent effluent limits.
2. Optimum Plant Operation. The existing plants were not designed
to meet the anticipated stringent effluent limits. Moreover, the
South plant has experienced problems meeting existing metals and

toxicity effluent limits. Improvements in the plant operations
will not result in achieving the new effluent limits, nor will
there be adequate capacity to handle future flows. This is not
the selected alternative.
3. Upgrade and Expand the Existing South Plant. Expanding the
existing plant will require the construction of tertiary filters.
Operation and maintenance would also be complicated with three
different treatment processes. The treatment plant is located in
a growth area and development in the McLin Creek service area
would mean increased pumping cost. This is not the most
cost-effective alternative.
4. Abandon the North Plant. This alternative would require the
City of Claremont to abandon the existing 0.10 mgd North facility
and construct the necessary transport lines and pumps to convey
the wastewater to a plant on the southside. The existing North
plant is currently operating with a flow which is about one-half
of the design capacity, and the city has chosen to maintain the
plant to serve growth in the northern portions of the city.
5. Construct a New Plant Adjacent to the Existing South Facility.
This alternative would accomplish the desired objective of
providing additional capacity to meet future needs and, at the
same time, allow the city to meet the more stringent effluent
limits. However, the plant would be located upstream from the
area in which growth is anticipated, and Claremont does not desire
to implement this alternative.
6. Construct a Plant at a New Site. This alternative would require
the construction of a new treatment plant on McLin Creek. The
location would facilitate the servicing of a larger area by
gravity sewer, the elimination of three existing pump stations,
and the new facility would be located away from a rapidly growing
area. It is the most cost-effective and the selected alternative.
F. Environmental Consequences, Mitigative Measures
The proposed 0.30 mgd wastewater treatment plant will be designed and
constructed on a 20-acre site on McLin Creek. Approximately 10,000
linear feet of 24-inch interceptor will be required to transport the
wastewater along McLin Creek to the new treatment plant. Clearing and
land disturbing activities will be required for both the treatment
plant and the transport line. An archaeological survey was performed,
and the Department of Cultural Resources determined that the proposed
project will not impact cultural resources. A biological assessment
was prepared, and the U.S. Fish and Wildlife Service indicated that the
proposed project would not impact federally endangered or threatened
species. The N.C. Wildlife Resources Commission has stated that the
proposed construction could have an adverse impact on fisheries and

wildlife resources. Therefore, the following conditions will be
adhered to minimize adverse impacts:
1. A 50-foot undisturbed buffer zone will be maintained between McLin
Creek and the cleared route for the interceptor.
2. A portion of the outfall line will be planted with VA-70
lespedeza, Korean lespedeza, and/or partridge pea to provide food
and additional habitat for wildlife.
3. The interceptor route will not be mowed more than once every 2-3
years. Mowing, if necessary, will take place in February and
March to protect small game nesting in the area.
4. A sedimentation and erosion control plan will be implemented to
minimize runoff to McLin Creek.
5. A temporary ground cover will be placed on bare areas, including
spoil piles, as soon as construction is completed. A permanent
vegetation shall be established within 15 days of project
completion.
6. The specific recommendations from the biological assessment will
be implemented when possible.
The proposed project should have a beneficial impact on the environment
and mitigative measures will be implemented to minimize or eliminate
adverse impacts. The project will be constructed in accordance with
appropriate guidelines and required regulations.
G. Public Participation, Sources Consulted
A public hearing was held November 4, 1991 on the amended Claremont
portion of the Eastern Catawba 201 Facilities Plan. The hearing
covered the lack of hydraulic capacity,to meet the anticipated demand,
the proposed alternative for solving the problem, and the cost to
implement the selected plan. No opposition to the project has been
expressed. The average user currently pays $10.81 per month for sewer
service and the proposed project will result in an increase to $26.60
per month.

review and comments of the applicant's response to our
recommendation of a 50-foot undisturbed buffer zone between
interceptor lines and the streams McLin Creek and Coulter Branch.
These comments are provided in accordance with the. provisions of
the Fish and Wildlife Coordination Act (48 Stat. 401, as amended;
16 U.S.C. 661-667d.) and the North Carolina Environmental Policy
Act (G.S. 113A-1 through 113A-10; 1 NCAC 25). We previously
commented on this project in memoranda dated May 22, August 27,
and October 3, 1391 to Ms. ?Melba McGee and February 26 to you.
Due. to major rock outcroppings and shear rack cliffs along
McLin Creek, the applicant cannot comply with the recommendation
along 6400 linear feet of interceptor line. However, stringent
erosion control measures will be installed and maintained and.
Large trees in the right-of-way will be avoided where possible.
The. NCWRC has no objection-to this project, given the
ter-rain of the project area. Thank you for the opportunity to

This correspondence responds to a request from Mr. Samuel
Erwin, Environmental Development Coordinator for the Western
Piedmont Council of Governments, for our review of the
Environmental Assessment (EA) for the proposed McLin Creek
Wastewater Treatment Plant off SR 1728 near Claremont, Catawba
County. These comments are provided in accordance with the
provisions of the Fish and Wildlife Coordination Act (48 Stat.
401, as amended; 16 U.S.C. 661 at seq.) and the North Carolina
Environmental Policy Act (G.S. 113A-1 through 113A-10; 1 NCAC
25).
The City of Claremont proposes to build a new wastewater
treatment plant (WWTP) treating 0.3 million gallons per day (MGD)
on a 20-acre site southeast of Claremont on McLin Creek. The
existing South WTI'P' is overloaded and cannot meet water auality_
standards. In addition, approximately 10,000 linear feet (3
acres) of right-of -way would be cleared along McLin Creek to
allow for construction of a 24-inch diameter outfall line leading
to the new plant site from the existing pump station on SR 1722.
Temporary and. permanent erosion and sedimentation control
measures will be implemented during construction.
Staff field biologists of the North Carolina Wildlife
Resources Commission (NCWRC) have reviewed the EA and conducted a
site visit on August 16, 1991. The 20-acre upland site where the
proposed WWTP will be built contains Virginia pine, poplar, and
mixed herbaceous species. This area provides good habitat for
small game such as rabbit, quail, dove, and fox. Other species
in this area are deer and numerous nongame species. The riparian
zone and floodplain along McLin Creek contains poplar, river

birch, sweet gum, beech, dogwood, holly, and honeysuckle. This
area provides a travel corridor and food source for numerous..
wildlife species along 'with bank stabilization and shade. McLin
Creek (CAT 7-3-12-2) has a bankfull width o% 20-30 feet and
substrate of silt, sand, and rock outcroppings. The stream is
somewhat degraded from siltation, but provides habitat for
sunfish, chubs, shiners, and darters.
The NCWRC is concerned over adverse impacts to fisheries and
wildlife resources in the project area. We believe that these
impacts can be minimized by various modifications to project
plans. The NCWRC will not object to this project, provided the
following conditions are followed:
I) Leave a 50-foot undisturbed buffer zone between McLin
Creek and the outfall line, except at crossings. This
measure will protect the stream from sedimentation and
preserve riparian vegetation providing bank stabilization,
shade to the stream, and wildlife habitat.
2) Plant a portion of the outfall line (1 acre scattered)
with VA-70 lespedeza, Korean lespedeza, and/or partridge pea
to provide food and additional habitat for wildlife.
3) Mow outfall lines if necessary not more than once. every
2-3 years. We recommend mowing only in February and March
to protect small game nesting later in the year.
4) Stringent erosion control measures should be implemented
where soil is disturbed and maintained until project
completion. Care should be taken to not further degrade the
stream from sedimentation.
5) Temporary ground cover should be placed on bare surfaces,
including spoil piles, as soon as construction is complete.
Permanent vegetation in these same areas must be established
within 15 days of project completion to provide long term
erosion control.
6) In general, we concur with the findings and
recommendations of Dr. James Matthews found on pages 9-12 of
his description of habitats and wildlife to be impacted by
construction of the WWTP and outfall line. His
recommendations should be implemented where possible.
