Our solid waste staff has informed methat state groundwater rules require remediation if
contamination is found. This is covered in our state's existing regulations for industrial landfills. Also,
long-term monitoring is required for the life of landfills that are being used to store coal ash and post
closure monitoring is required for at least 30 years beyond the closure of a landfill.
Therefore, rules outlined in North Carolina's industrial landfill regulations are more stringent than the
EPA regulations. From our understanding, this proposed change would not alter North Carolina
regulations for industrial landfills, where coal ash isbeing stored.
