Upon review of your request for Water Quality Certification
to place fill material in wetlands for maintenance working on
existing facilities located at K Training Area, Fort Bragg, in
Cumberland County, we have determined that the proposed fill can
be covered by General Water Quality Certification No. 2663 issued
January 21, 1992. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps of Engineers' Nationwide Permit. No. 3. As
long as these conditions are followed, written concurrence from
DEM is not required for. Nationwide Permit No. 3.

A site inspection was conducted on each of the above mentioned project
sites by the Fayetteville Regional Office staff on January 27, 1992. General
information concerning each project is as follows:
1. Area K wetland related improvements involve the restoration of
a bridge over McPherson Creek. Vehicles at present, travel
through the stream bed, causing obvious problems with sediment
and turbidity. A dilapidated wooden bridge structure will be
restored and include stabilized approaches, greatly decreasing

the in-stream sediment load. Also in Area K, a large sediment
basin is to be constructed at the bottom of a ravine which is
currently discharging heavy sediment loads into the headwaters
of McKellar's Lake. This basin appears to be on the fringe of'?
that wetland.
Any negative impact of this project would be of short duration,
and long-term benefits far outweigh the negligible area of
wetlands lost. It is, therefore, recommended that the
appropriate certification be granted.
2. This project involves the construction of a new sewer force
main to connect Simmons Army Airfield to the wastewater
treatment plant at Fort Bragg. This sewer will be
approximately 5 miles long and replace an existing line which
has become inadequate with new development on this
installation. According to information provided by .the
Savannah Corps of Engineers, there will be three wetland
crossings, one of which is elevated. The other two crossings
will be of approximately 100 feet and 950 feet. Assuming this
to be accurate, the maximum wetland area to be disturbed will
be .327 acre. Disturbed areas will be restored to original
contours as construction is completed.
This office has no objection to issuance of the appropriate 401
Certification. However, it should be noted that wetlands will
be temporarily impacted in the watershed of Cross Creek, a
WS-III stream.
3. This project involves the stabilization of a stream bank on
hole Nos. 2 and 17 on the Officer's Golf Course at Fort Bragg.
Banks have sloughed off and into the creek due to steep slopes
and are continuing to collapse on up the creek channel.
Also included in this package was a request concerning repair,
rehabilitation, and replacement of existing culverts on
boundary roads at several crossings of minor tributaries in the
upper reaches of Bones Creek. This will involve removal of
sediment clogging the drains, construction of small wing walls,
and/or installation of larger culverts. No single project
should disturb or cause impact to more than .1 acre. Comple-
tion of these projects will aid in sediment control and prevent
loss of trees due to flooding.
With these considerations in mind, it is the recommendation of
this office that the appropriate certification be granted.

4. Erosion control at Sicily Flight Landing Strip and Drop Zone
has been a major concern for some time. This project (which
appears to have been assigned two numbers) involves the
placement of riprap below the discharge point of a large
sediment basin located on the northwest end of the drop zone.
Total fill area is estimated to be less than 4,000 sq. feet.
The Corps of Engineers, representative visiting this site
recommended that a 401 approval be obtained, though there is
reasonable doubt that any part of this project is in an actual
wetland area. This determination has been made difficult by
the tons of sediment deposited in this area over the years.
No wetlands of significance will be lost as a result of this
project. Therefore, it is the recommendation of this office
that the appropriate certification be granted.
5. The south perimeter road project at Simmons Air Field involves
culvert installation and/or improvement for two minor road
crossings near the new maintenance hangars. Both are
considered above headwaters of Cross Creek, class WS-III
waters. No significant wetland values are known to exist at
either site. Total fill for both crossings is estimated at
approximately .4 acre (12,000 sq. feet and 6,000 sq. feet).
It is the recommendation of this office that the appropriate
certification be provided for this project.
6. This project involves the replacement of the wooden bridge over
Flat Creek (WS-III watershed). The original bridge was
destroyed in a wildfire. Fill will involve no more than
installation of pilings and bridge abutments, with a very small
amount of fill in the approaches. This is a very small, single
lane bridge used mainly for fire control vehicles and some
troop training. Total fill should be less than 400 sq. feet.
No significant wetland values are known to be associated with
this site. It is, therefore, the recommendation of this office
that the appropriate certification be granted.

letter as a formal request for a State Water Quality Certification or Waiver as per Section
4 Item F of the attached Nationwide Permit. As discussed in our telephone conversation,
I have given Ken Averitte (Fayetteville Regional Office) a set of plans and a copy of the

1. Reference your plans entitled "Erosion Abatement, K Training Area,"
Project No. FH 00020-5 submitted by Hobbs, Upchurch and Associates, P.A.
2. I understand that you are seeking written approval to do grading,
drainage, and erosion control work on existing roads and trails in the K
training area as depicted on the above-mentioned project plans.
3. After a careful review.of the plans, I have determined that the work is
covered by Nationwide Permit No 3. Our Nationwide Permit (NWP) program
authorizes "the repair, rehabilitation, or replacement of previously
authorized, currently serviceable, structure or fill, or of any currently
serviceable structure or fill constructed prior to the requirement for
authorization, provided such repair, rehabilitation, or replacement does not
result in a deviation from the plans of the original structure or fill, and
further provided that the structure or fill has not been put to uses differing
from uses specified for it in any permit authorizing its original
construction. Minor deviations due to changes in materials or construction
techniques and which are necessary to make repair, rehabilitation, or
replacement are permitted."
4. For NWP's to be valid, you must comply with the following conditions:
a. Any discharge of dredged or fill material will not occur in the
proximity of a public water supply.
b. The activity will not jeopardize a threatened or endangered species as
identified under the Endangered Species Act, or destroy or adversely modify
the cultural habitat of such species.
c. The activity will not significantly disrupt the movement of those
species of aquatic life indigenous to the waterbody.
d. Any discharge of dredged or fill material will consist of suitable
material free from toxic pollutants.

e. Any structure or fill will be properly maintained.
f. An individual State Water Quality Certification must be obtained or
waived. Conditions of certification will be considered to be special
conditions of the Federal NWP. Please contact Mr. Ken Averitte at (919)
486-1541 concerning State certification.
g. Placement of dredged or fill material will not be placed beyond the
original design area of the roads into wetlands or waters of the U.S.
h. The work is authorized only in those areas depicted on the
above-mentioned plans submitted by Hobbs, Upchurch, and Associates, P.A.
5. We have determined that the individual and cumulative effects of your work
on the environment will be minimal. Your work is authorized by NWP provided
it is accomplished in strict accordance with the preceding conditions. Please
be aware that this authorization does not relieve you of the responsibility to
obtain any required State or local approval.
