Vozzo NCDEQ — Division of Air Quality Fayetteville Regional Office 225 Green Street — Suite 714 Fayetteville, NC 28301-5095 SUBJECT: Amended Third Quarter 2016 Toxic Air Pollutant Emissions Report Chemours Company — Fayetteville Works Air Permit No. 03 73 5T42 Facility ID: 06/09-0900009 Bladen County, North Carolina Dear Mr. Vozzo: On October 18, 2016, the Chemours Company — Fayetteville Works submitted to your office the third quarter 2016 Toxic Air Pollutant Emissions Report as required by Sections 2.2(B)(1)(c) and 2.2(B)(2)(e) of the subject Title V Air Permit. That report inadvertently failed to include the reporting of an exceedance of methylene chloride that occurred on July 28, 2016, as required by Section 2.2(B)(1)(c)(i). To correct that omission, this amended report is being submitted. Section 2.2(B)(1)(a) of the subject permit sets a facility -wide emission limit of 24.85 pounds of methylene chloride per hour. On July 28, 2016, 84 pounds of methylene chloride leaked from a copper tubing fitting. The duration of the release was two hours, therefore the average emission rate was 42 lb/hr, which exceeded the 24.851b/hr maximum emission rate for methylene chloride. Vozzo NCDEQ — Division of Air Quality November 1, 2016 Page 2 of 2 The leak was a result of a copper tubing compression fitting that was inadvertently cross - threaded during the initial installation. The cross -threading prevented the ferrule from being properly compressed and forming a seal. The fitting eventually began to leak the methylene chloride. After the leak was discovered, it was isolated via block valves and that section of tubing with the leaking fitting was removed and replaced with a new piece of copper tubing. The attached Table 1 gives the facility -wide emissions of toxic air pollutants. Except for methylene chloride, all facility -wide toxic air pollutant emissions were below the respective permit limits listed in Section 2(A) of the referenced permit.
