Project No. 92063, NW 26
The subject project involves improvements to a National Guard MATES
facility located off Gruber Road on Fort Bragg. The project will include
paving of several acres of parking lot used for the storage of military
vehicles. This amount of impervious surface will require installation of a
storm water collection and disposal system, to include a storm water retention
basin with a rip-rap lined channel serving as an outlet to McPherson Creek.
A site visit was conducted by the Fayetteville Regional office staff on
December 3, 1991. The approximate location of the storm water basin and
discharge channel was determined and found to include no wetlands of
significant value. This project, when properly completed, should have little
adverse impact on wetlands. On the contrary, improvements to this facility
will likely improve conditions in the vicinity by minimizing the amount of
off-site sedimentation currently taking place. The existing dirt parking lot
and nearby entrance roads have contributed tons of sediment to this watershed
over the years.
With these considerations in mind, it is the recommendation of this
office that the requested certification be granted.

Upon review of your request for Water Quality Certification
to place fill material in 0.21 acres of wetland: for Drainage
canal and detention basin located at Fort Bragg, in Cumberland
County, we have determined that the proposed fill can be covered
by General Water Quality Certification No. 2671 issued January
21, 1992. A copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 26.

On behalf of the North Carolina National Guard, we are requesting
certification under Section 401 for the referenced project.
The project has been reviewed by the U.S. Army Corps of Engineers, Wilmington
District, and authorized by Nationwide Permit (copy attached).
Mr. Ken Averitte of the Fayetteville Regional Office, DEM, has made a site
visit and is familiar with the project.
3 sets of drawings indicating the extent of work are enclosed. Please note
that a water quality pond is included in the design.

SUBJECT: Action ID. 199200537
1. This is in reference to a proposed stormwater runoff construction project
in connection with the North Carolina National Guard, Mates Workbays and
Paving Project, AEP No. 391-0797-000, near Gruber and Butner Roads, Fort
Bragg, NC.
2. Construction of additional workbays and paving on high ground are proposed
at the mates facility. A drainage canal and detention basin are proposed to
handle the stormwater runoff from this project. The drainage canal
(approximately 22 foot by 400 foot) and basin will be placed in headwater
wetlands of McPherson Creek. The drainage canal will be lined with riprap and
will divert stormwater flow from the Mates facility to McPherson Creek after
first being passed through a detention basin.
3. For the purposes of the Corps of Engineers' Regulatory Program, Title 33,
Code of Federal Regulations (CFR), Part 330, published in the Federal Register
on November 13, 1986, lists nationwide permits. Authorization was provided
for discharges of dredged or fill material into non-tidal rivers, streams, and
their lakes and impoundments, including adjacent wetlands, that are located
above the headwaters and other non-tidal waters of the United States,
including adjacent wetlands, that are not a part of a surface tributary system
to interstate waters or navigable waters of the United States. This general
authorization is valid only for work that causes the loss or substantial
adverse modification of less than an acre of wetlands.
4. Your work is authorized by nationwide permit (NW?) provided it is
accomplished in strict accordance with the enclosed conditions. The NWP does
not relieve you of the responsibility to obtain any required State or local
approval.
