BACKGROUND This industrial site was formerly Dupont Fayetteville works. In 2015, Dupont sold a piece of their business at the site to Japanese company Kuraray America. In addition, another segment was spun off to Chemours, LLC. Dupont kept another line of business. A total of three business's operate at the site today. In 2015, Dupont was to sunset PFOA (C8), under a consent order with 7 other companies. CURRENTLY The EPA discharge monitoring report under Kuraray America shows PFOA discharge for 2016 and YTD 2017. The permit is listed under Kuraray, although Chemours stated in a meeting with city and county officials that they are the landlord and Kuraray is the tenant, and chemours has the permit with NC DEQ. In addition to the information about PFOA C8, genX and other PFC's are being discharged into our river, which many water entities draw from. I believe their is an existing investigation regarding those PFC's. However, I do not believe the discharge of PFOA C8 is being addressed by any entity. If they have it on the radar, then the citizens need to know too. In the April 2016 renewal application package for Chemours, there is a supplemental request "Elimination of Monitoring Requirement for PFOA". This is page 36 on the attached PDF. Chemours states "The renewed NPDES Permit No. NCO003573 that became effective on July 1, 2007, included a requirement for monthly monitoring of PFOA at Outfall 002. ". The reasons given are below; -APFO is no longer manufactured at this facility and has not been produced at the facility since April 2013; -APFO is not and has never been used as a process aid or a raw material at this facility; -The 3- year average concentration at Outfall 002 was 0. 027 ug/L PFOA, versus the current NC-DWR FWAC of 2 ug/ L PFOA and the NCSAB recommended I ug/L PFOA; and -PFOA is present at low concentrations throughout the Cape Fear River basin, and that background level of PFOA in the Cape Fear River water contributes to the concentration measured at Outfall 002 In arguendo, the Chemours corrective measures action plan submitted on behalf of Chemours to the NC DEQ paints a very alarming picture. They are focusing on genX, and a few entities have begun to ask about other PFC's and guidance. In the meantime, there is about 500,000 citizens being poisoned without even being officially notified. The newspaper, TV and social media know some information, but it is being downplayed. We are another Parkersburg WV. I have attached to Brunswick County NC entities of water samples taken in the last month. PFOA is on both reports. Citizens, especially pregnant women, Infants, children and child bearing age of men and women should at the very least be told of what is their potential risk. There is also 1,4 Dioxane in the river too. Not sure who is responsible for that, as all the PFC's is catastrophic enough. I have attached one last illustration of the incidence of thyroid cancer along the cape fear river. In the lower Eastern cape of the state, all in RED are Brunswick, New Hanover, Pender and Onslow Counties. All counties boarder the Atlantic ocean and the Cape Fear River, except for Onslow. Onslow is where Camp lejeune is, and the prior issue with water contamination can likely explain that high rate of incidence. The interior county is Bladen County where Dupont/ Chemours / Kuraray site located. Those Counties were 19.9 and up to 27.9, and the NC average is 12.7 and US is 14.3. (website below) This is criminal. Dupont and chemours LLC certainly know of the high risk cancer and others health risks of dumping PFOA C8 or even continue to use it in manufacturing for their workers. They know because they were fined $16.5 million by your agency, ordered to each pay $343 million in class action, and another $250 million just five months ago for continuing the medical monitoring. That was for the class action. Individual lawsuits case are currently going to trial, and it is expected to take 90 years to get through 40 cases per year. Please stop the madness and criminal conduct. We have lost children, kidney cancer, liver cancer, preeclampsia, ulcerative colitis, etc. We have experienced or are experiencing the same affects as the mid -some valley. Please seek an injunction or demand north Carolina issue a no drinking order. We area tourist town. We are poisoning unsuspecting people. Please call me if I can answer any questions or provide more documentation. This is critical. Those of us who understand are buying water and yet still have to pay a water bill, double costs for many people who cannot afford to keep this up. And many people just don't even know. And if it is in the groundwater at a concentration of 100 times the lifetime limit, I would imagine the regional aquifer is compromised as well. I have also attached scientists report from NC State.
