Reference is made to the survey plat dated December 10, 1992, on your
property located off Highway 211, in St. James Plantation, Section E, off St.
James Drive, across a Lake from the 17th tee of Longview Golf course, near
Southport, Brunswick County, North Carolina. The survey plat accurately
reflects the limits of wetlands on the property. Unless there is a change in
the law or our published regulations, this determination of the limits of
wetlands may be relied upon for a period not to exceed 3 years from the date
of your survey plat.
Pursuant to Section 404 of the Clean Water Act, prior Department of the
Army approval is required for the discharge of dredged or fill material in
waters of the United States, including wetlands.

8. Project Summary The applicants propose to construct a recreational facility for
use by the property owners of St. James Plantation, a subdivision located several
miles inland.

9. PROJECT DESCRIPTION
The project is located on the ocean front, between 71st and 72nd streets, in the
Town of Long Beach, in Brunswick County. The 2.3 acre tract exhibits a single
dune system along the ocean side of the property. The width of the small dune
system is approximately 40 to 45 feet (toe to toe), and elevation averages 12-14
feet along the dune crest. The waterward face of the frontal dune has been
planted with american beachgrass (Ammophila brebiligulata). Sea oats (Uniola
paniculata), Bitter panecum (Pane cum spp.) and an occasional Marsh-Elder (Iva
imbricata) dominate the dune vegetation landward of the dune crest. The
remainder of the tract is essentially level, with an elevation of approximately
7 feet NGVD. vegetation consists predominately of different grasses interspersed
with a few wax myrtles and red ceders, dwarfed by salt spray.
The waters of the Atlantic Ocean are classified S.B. by the N.C. Division of
Environmental Management. The 100-year storm recession line is projected to be
300 feet and the flood elevation height is 18 feet. The entire site is within
the velocity zone of the FEMA flood rate maps.
The applicants propose to construct a recreational facility for the use and
enjoyment of the property owners of St. James Plantation, a subdivision located
several miles inland. The facility would include a swimming pool with concrete
apron (3,289 s.f.), asphalt parking area (16,722 s.f.), and an elevated walkway
(60 feet long x 6 feet wide), from the pool deck to the beach. A gazebo (12
feet x 12 feet) would be included near the waterward end of the beach accessway.
A substantial amount of fill material (approximately 3500-4000 cubic yards)
would be placed on the site to raise the elevation from 7 feet to 18 feet in the
clubhouse and pool area. Two ponds are proposed to be dug, east and west, of
the elevated facility site. Presumably, they could serve as stormwater
retention areas, however their primary purpose appears to be a source for the
fill material and aesthetics.
Sewage disposal for the facility is proposed to be contracted to the Harbor
Development Company. Sewage would be pumped approximately 800 feet to a large
subsurface disposal system to be located on adjacent property which will serve
other residential development in addition to this facility. No details of
sewage system design or size were presented with the application.
