I have received your fax of 30 July 1992 concerning rapid
removal of a shoal which has developed in Bogue Inlet. The Corps
plans to conduct sidecast dredging to remove the shoal. The
Division of Environmental Management does not foresee any water
quality related problems`from this dredging. Therefore the
dredging is approved under our Emergency Dredging Water Quality
Certification (Number 1333 issued June 18, 1979).

SUBJECT: Removal of Isolated Shoal, New River Inlet Connecting Channel,
Onslow County, North Carolina
The Wilmington District is proposing to conduct sidecast dredging in New
River Inlet connecting channel, Carteret County, North Carolina (attachment
1). Dredging will be performed in accordance with the Memorandum of Agreement
(MOA) between the U.S. Army Corps of Engineers, Wilmington District, and the
North Carolina Department of Environment, Health and Natural Resources
(DEHNR), for the rapid removal of isolated shoals by sidecast dredging in
connecting channel of New River Inlet and Bogue Inlet, Onslow and Carteret
Counties, North Carolina. The MOA was signed by the DEHNR on October 24,
1991, and by the Wilmington District on November 6, 1990.
The attached hydrographic survey (attachment 2), dated July 23, 1992,
shows shoaling has reduced navigable depths in the vicinity of buoy 9A to less
than the authorized depth of 6 feet mean low water (6-feet mean low water
(m.l.w.) plus two feet of overdepth). Several complaints have been received
by telephone from users of the New River Inlet connecting channel (Swan Point
Marina and New River Marina) that shoaling is preventing safe passage of
vessels.
We propose to conduct maintenance dredging to remove the isolated shoal
starting the week of August 3, 1992. Approximately 4,000 cubic yards of
material will be dredged and placed alongside of the channel. The work will
be accomplished by use of the Government sidecast dredge FRY. Dredging will
occur only within the previously dredged boundary of the connecting channel
and to an authorized depth of 8 feet m.l.w. Removal of the shoal will be done
in conjunction with the ongoing maintenance dredging of the New River ocean
bar channel which will take approximately 30 days. Dredging of the connecting
channel will be performed when conditions prevent the sidecast dredge from
operating on the ocean bar channel.
In accordance with the MOA, a post-dredging survey and a letter report
will be forwarded to the State once the work has been completed.
A copy of this notice letter is being FAXed to the North Carolina Division
of Environmental Management notifying them of the need to perform sidecast
dredging in the New River inlet connecting channel and to request their
concurrence.

The NC DEHNR Division of Coastal Management has completed its review pursuant to our
1990 Rapid Removal of Isolated Shoals by Sidecast Dredging Memorandum of Agreement of
proposed dredging in Bogue Inlet connecting channel, vicinity of buoy 19. The proposal is
described in your fax document dated 7/15/92.
Based upon our review, we agree that the proposed activity meets identified criteria
set forth in the MOA and, therefore, waive the Coastal Zone Management Act Section 307 (c) (1)
and (2) formal consistency determination requirement.

SUBJECT: Removal of Isolated Shoal, Bogue Inlet Connecting Channel, Vicinity
of Buoy 19, Carteret County, North Carolina
1. The Wilmington District is proposing to maintain the connecting channel to
Bogue Inlet (attachment 1).
2. The most recent survey of the Bogue Inlet connecting channel, dated
September 14, 1992, shows a shoal in the channel in the vicinity of buoy 1119V
(attachment 2). The shoal has reduced navigable depths in this section of the
channel to less than - 2 feet mean low water (mlw). The authorized navigable
depth of the Bogue Inlet Channel is -6 feet mlw with a width of 90 feet. The
U.S. Coast Guard is aware of the problem and is unable to improve the
situation by relocation of navigation aids. Coordination with the U.S. Coast
Guard Swansboro Station, indicates that they are contemplating closing the
channel due to the shoal.
3. The shoal in the vicinity of buoy 1119A" falls within the section of the
channel covered under the 1990 Memorandum of Agreement (MOA) between the North
Carolina Department of Environment, health, and Natural Resources, and the
U.S. Army Corps of Engineers, Wilmington District, for Rapid Removal of
Isolated Shoals by Sidecast Dredging in Connecting Channels of new River Inlet
and Bogue Inlet, Onslow and Carteret County, North Carolina.
4. At this time, the depth of the channel in the shoaled area prohibits use
of a sideoast dredge or the special purpose hopper dredge CURRITUCK due to
less than adequate depths across the shoal that prevent safe passage of these
vessels. Use of a hydraulic pipeline dredge is not feasible due to high
mobilization cost (e.g., not cost effective) and the small quantity of
material to be removed. Therefore, the District is proposing to remove the
shoal using a bed leveler.
5. Creation of a navigable channel across the shoal with a bed leveler would
involve towing a 20-foot wide steel I-beam with a small tugboat. A channel
approximately 4,500 feet long at a depth of -6 feet mlw would be created
across the shoal, Approximately 4,000 cubic yards of of predominately fine to
medium grain sand need to be removed in order to create a channel across the
shoal. The material resuspended by the I-beam being towed along the bottom is
expected to move into deeper waters seaward of the shoal or be carried out of
the inlet. Depths seaward of the shoal averages between -9 to -12 feet mlw.
The work would be restricted to the immediate channel alignment, and would
be done during ebb tide so as to allow ebb currents to move suspended

sediments seaward into deeper waters. Creation of a navigable channel across
the shoal using the bed leveler is expected to take approximately 1-2 days.
6. Turbidity increases associated with the operation are expected to be
temporary and any increases being restricted to the immediate area where
leveling is occurring. Documentation of the operation will be done to assess
effectiveness and efficiency of this type of equipment.
7. We would like to commence the work no sooner that September 24 or 25,
1992. Therefore, if possible we would like to receive your concurrence by
September 23, 1992. If you need any additional information on the above

Rapid Removal of Isolated Shoals in Bogue Inlet
Dear Mr. Long:
The NC DEHNR Division of Coastal Management has completed its review pursuant to our
1990 Rapid Removal of Isolated Shoals by Sidecast Dredging Memorandum of Agreement of
proposed dredging in Bogue Inlet connecting channel, vicinity of buoy 19A. The proposal is
described in your fax document dated 9/18/92 which we received on 9/21/92.
We understand that you will be monitoring the activity which will involve the use of
a "bed leveler" operation which has not been used in North Carolina before. We also
understand that this monitoring will be coordinated with Mr. Jim Mercer of our Morehead City
Office.
Based upon our review, we agree that the proposed activity meets identified criteria
set forth in the MOA and, therefore, waive the Coastal Zoneklaiagement Act Section 307 (c) (1)
and (2) formal consistency determination requirement.
