Through coordination with the NC Division of Coastal Management, we have learned of your plans to install a submerged line through Pamlico Sound to provide commercial electrical power to Piney Island, Carteret County, NC. 2. On 1 April 1988, we renewed general permit No. CESAW-CO81-N-000-0049 (copy enclosed) that authorizes the maintenance, repair and installation of aerial and subaqueous utility lines with attendant structures and the discharge of excavated or fill materials, within construction/access corridors, associated with utility line maintenance, repair and installation in navigable waters and waters of the United States in the State of NC. 3. This general permit requires that we review construction plans and provide specific authorization before any work may commence. Please forward appropriate drawings with a written description of the proposed work. We must review such information before we can determine whether the work fully complies with all general permit conditions. 4. The construction of the power line will result in the clearing by hand of approximately 16.6 acres of palustrine forested and palustrine scrub-shrub wetlands, the temporary impact to 0.3 acres of irregularly flooded brackish marsh, and 12,700 linear feet of bottom substrate in Long Bay. The 24,000 aerial portion of the project will consist of wooden poles placed every 280 feet along the line. Excess material from the pole holes will be spread evenly in the area adjacent to the poles. ADJACENT WATER BODY: Long Bay CLASSIFICATION: SA NSW The project has been reviewed to determine impacts to water quality. The following comments have been provided. 1. The project will require a 401 Water Quality Certification. 2. The project complies with the General 401 Water Quality Certification No. 2664 for Utility Lines. This Office has no objection to the project as proposed.
