PROJECT SUMMARY: The applicant proposes to extend his existing pier into Core Creek and to excavate a 50' x 35' shoal. FIELD INVESTIGATION REPORT - DONALD E, MERCER, CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: The applicant's property is a 4 acre tract located off SR1161, off NC Highway 101, on Core Creek AIWW, near Eastman Creek, near Beaufort, in Carteret County. There is an existing house on the property. A significant portion of the property is marsh. There is an existing pier approximately 475' long which extends over marsh to a small tidal creek. There is a U-shaped dock at the waterward end of the pier. The small tidal creek has shoaled in at the mouth and is no longer navigable. The applicant proposes to extend the existing dock over the tidal creek and shoal by 190' out into Core Creek. The applicant proposes to construct a 12' x 40' T-head at the waterward end of the pier and to place 2 mooring pilings 20' offshore of the T-head. The new extension and pilings will effectively extend 100' into Core Creek from the existing shell bank shoal. Water depths at the end of the pier are -3' to -4' MLW. In addition to the pier extension, the proposes to excavate a 50' x 35' shoal the tidal creek north of the existing proposes to conduct this excavation by and will transport the 200 cu. yds. of highground. applicant also area at the mouth of pier. ANTICIPATED IMPACTS: The proposed pier extension will be in Core Creek and may be in close proximity to the edge of the Federally maintained U.S. Army Corps of Engineer's Atlantic Intracoastal Waterway Channel. At this time, the precise distance to the channel edge from the pier is unknown. The proposed pier/slip will occupy 1,760 sq. ft. of Public Trust Waters. The proposed excavation will disturb 1J 750 sq. ft. of shell pile/shoal area. The waters of Core Creek are classified as 'SA' by the Division of Environmental Management and are closed to shellfishing by the Division of Environmental Health and Division of Marine Fisheries. Type of fill material 8 ADDITIONAL INFORMATION In addition to the completed application form, the follow- ing items must be submitted: A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected property. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management.
