A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 26. Hamilton Assistant Director DATE: December 8, 1992 SUBJECT: Division of Environmental Management 401 Certification for Mr. Floyd Peed, South Creek, Beaufort County, North Carolina. Professional biologists from our staff have reviewed the subject document and conducted a field investigation on November 24, 1992 for the purpose of assessing project impacts on wildlife and fisheries resources. This correspondence is provided in accordance with certain provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.) and the North Carolina General Statutes (G.S. 113-131 et seq.). The applicant is requesting authorization to install drainage ditches, construct farm outbuildings and develop the remaining area for agricultural production on seven acres of what was until recently, forested wetland. The property location is approximately one-half mile east of South Creek on the north side of Highway 33. The area supported a mature mixed pine/hardwood stand, predominated by loblolly pine, sweetgum and a variety of oak species. Due to current site development activities, what the understory plant composition was is indeterminable. The site provided habitat for black bear, white-tailed deer, gray squirrel, raccoon, other small mammals, reptiles and tree canopy songbird species. The proposed development will further fragment a contiguous forested wetland environment. Based-upon document review and site visit, we have determined that the proposed development for agricultural purposes would be inconsistent with current WRC guidelines for wetland habitat conservation. Therefore, it is our recommendation that an alternate site, not adversely impacting wetland wildlife habitat be selected for the development and that the water quality certification be denied.
