9. PROJECT DESCRIPTION
The project site is the ocean Greens residential development, located off
Caswell Beach Road (SR 1100),Caswell Beach, on Oak Island, in Brunswick County.
It is bordered on the south by Caswell Beach Road, on the east by the CP&L
discharge canal, on the west by the Caswell Dunes development, and on the north
by Piney Point Creek. Ocean Greens is an existing 26 acres multi-family
development which previously did not require CANA major permits, since
construction was not proposed within any Area of Environmental Concern (AEC). The
existing development consists of 52 duplex units, of which, approximately one-
third (1/3) have completed construction. Sewage disposal is provided by a rotary
distribution sewage treatment plant, with a permitted capacity of 75000
gallons/day. The applicants have recently purchased an adjacent eight (8) acres
which is within the Ocean.Hazard AEC. The newly acquired tract was originally
part of the Caswell Dunes development, and was partially cleared in conjunction
with that project. Vegetation on the tract consists of Sea Oats, various grasses
and perennials in the cleared area, with the remainder of the tract being wooded,
including live oak, bay, red cedar, and holly.
The tract adjoins Caswell Beach Road (SR 1100) and the Atlantic Ocean borders the
opposite side of the road, separated from the highway by a narrow band of small
vegetated dunes, approximately 40-90 feet wide. The estimated long-term annual
erosion rate is four (4) feet per year, and the projected 100-year storm
recession line is 325 feet in the project area. The Flood Insurance Rate Map
(FIRM) classifies the project area as an AE-Zone, with a base flood elevation
between 14 and 16 feet. The waters of the Atlantic ocean are classified as SB by
the N.C. Division of Environmental Management.
The applicants are proposing to.construct the infrastructure and common amenities
for Phase IV A&B of the Ocean Greens development. Common amenities would include
a road (940 ft. long and 12 ft. wide), extension of utility and sewer lines to
service the residential units, and a community swimming pool and bath house
facility. The applicants are proposing the construction of 46 residential units,
consisting of nine (9) duplexes and seven (7) quadraplexes. The combined square
footage of residential structures, roadways, parking, and recreational facility
would be 2.04 acres, or 25% built-upon area of the Phase IV acreage. The
accumulative built-upon area for the entire ocean Greens development would be
19%. Phase IV would increase the total units in the development to 98, with
a. gross density of 2.86 units/acre. Applications for permits, or requests for
modifications to existing permits for Sedimentation and Erosion Control Plan,
Stormwater Plan, and Wastewater Treatment Permit, are currently pending with the
N.C..Divisions of Land Quality and Environmental Management, respectively. Sewage
disposal for Phase IV is included in Ocean Green's 30,720 gallons/day allotment
of the existing 75,000 GPD package treatment plant.
10. ANTICIPATED IMPACTS
Provided adequate sedimentation and erosion measures and stormwater controls are
designed into the project, no adverse impacts are anticipated on marine
resources.

Attached you will find site plans for OceanGreens - Phases 1-III date Nov/90 and Phase
IV dated July/92. The Nov/90 site plan maintained appropriate setbacks from the 75'
AEC zone consequently a CAMA permit was not required. Presently the Phase IV
development plan is within the 540' AEC zone which is the subject of this CAMA Major
request.
The Phase IV property was recently acquired by the Caswell Partnership. The entire
development scheme, Phases I-IV consists of a combination of duplex and fourplex units.
All permits (water, sewer, NCDOT, Town Approval, stormwater, erosion control) were
obtained for Phases 1-III. In addition several units have been constructed.
Permits obtained for Phase IV include Town Approval. Applications for the other required
permits have been filed based on detailed engineering plans. Approvals/permits are
forthcoming.

9. PROJECT DESCRIPTION
The project site is the Ocean Greens residential development, located off
Caswell Beach Road (SR 1100),Caswell Beach, on Oak Island, in Brunswick County.
It is bordered on the south by Caswell Beach Road, on the east by the CP&L
discharge canal, on the west by the Caswell Dunes development, and on the north
by Piney Point Creek. Ocean Greens is an existing 26 acres multi-family
development which previously did not require CAMA major permits, since
construction was not proposed within any Area of Environmental Concern (AEC) The
existing development consists of 52 duplex units, of which, approximately one-
third (1/3) have completed construction. Sewage disposal is provided by a rotary
distribution sewage treatment plant, with a permitted capacity of 75000
gallons/day. The applicants have recently purchased an adjacent eight (8) acres
which is within the Ocean Hazard AEC. The newly acquired tract was originally
part of the Caswell Dunes development, and was partially cleared in conjunction
with that project. Vegetation on the tract consists of Sea Oats, various grasses
and perennials in the cleared area, with the remainder of the tract being wooded,
including live oak, bay, red cedar, and holly.
The tract adjoins Caswell Beach Road (SR 1100) and the Atlantic Ocean borders the
opposite side of the road, separated from the highway by a narrow band of small
vegetated dunes, approximately 40-90 feet wide. The estimated long-term annual
erosion rate is four (4) feet per year, and the projected 100-year storm
recession line is 325 feet in the project area. The Flood Insurance Rate Map
(FIRM) classifies the project area as an AE-Zone, with a base flood elevation
between 14 and 16 feet. The waters of the Atlantic Ocean are classified as SB by
the N.C. Division of Environmental Management.
The applicants are proposing to construct the infrastructure and common amenities
for Phase IV A&B of the Ocean,Greens development. Common amenities would include
a road (940 ft. long and 12 ft. wide), extension of utility and sewer lines to
service the residential units, and a community swimming pool and bath house
facility. The applicants are proposing the construction of 46 residential units,
consisting of nine (9) duplexes and seven (7) quadraplexes. The combined square
footage of residential structures, roadways, parking, and recreational facility
would be 2.04 acres, or .25t built-upon area of the Phase IV acreage. The
accumulative built-upon area for the entire Ocean Greens development would be
19%. Phase IV would increase the total units in the development to 98, with
a gross density of 2.86 units/acre. Applications for permits, or requests for
modifications to existing permits for Sedimentation and Erosion Control Plan,
Stormwater Plan, and Wastewater. Treatment Permit, are currently pending with the
N.C. Divisions of Land Quality and Environmental Management, respectively. Sewage
disposal for Phase IV is included in Ocean Green's 30,720 gallons/day allotment
of the existing 75,000 GPD package treatment plant.
10. ANTICIPATED IMPACTS
Provided adequate sedimentation and erosion measures and stormwater controls are
designed into the project, no adverse impacts are anticipated on marine
resources.

CAMA MAJOR PROJECT NARRATIVE

Attached you will find site plans for OceanGreens - Phases 1-III date Nov/90 and Phase
IV.dated July/92. The Nov/90 site plan maintained appropriate setbacks from the 75'
AEC zone consequently a CAMA permit was not required. Presently the Phase IV
development plan is within the 540' AEC zone which is the subject of this CAMA Major
request.
The Phase IV property was recently acquired by the Caswell Partnership. The entire
development scheme, Phases I-IV consists of a combination of duplex and fourplex units.
All permits (water, sewer, NCDOT, Town Approval, stormwater, erosion control) were
obtained for Phases 1-III. In addition several units have been constructed.
Permits obtained for Phase IV include Town Approval. Applications forthe other required
permits have been filed based on detailed engineering plans. Approvals/permits are
forthcoming.
