Upon review of your request for Water Quality Certification
to place fill material in the Pamlico River utility crossing
located at Pamlico River in Beaufort County, we have determined
that the proposed fill can be covered by General Water Quality
Certification No. 2664 issued January 21, 1992. A copy of the
General Certification is attached. This Certification may be
used in qualifying for coverage under Corps of Engineers'
Nationwide Permit No. 12.

SUBJECT: Request For Permit Modification
Town of Cho?owinity

Enclosed are the materials that have been received in this office requesting a
modification of the subject permit.. This request involves the.placement of clean sand
in an excavated trench, ±7,0' in length, ±4' in width, and to a depth of 21. The
purpose?.$f this is to prep& a bed for the pipe in an area where stumps have been
excavated.
I have discussed the proposal with Deborah Sawyer, DEM, who has stated that DEM has no
problem with-'the-'project as long, as clean sand is used and further stated that a 401
Certification will be issued for„the modification on 31 August 1992. Enclosed is a
copy of'the project form that she ided to me.
I recommend that we handle this as a minor modification of the permit. I further
recommend that conditions berplaced on he new permit covering the quality of the sand,
and statirlg-that no,Jfill will be placed eyond the NWL except at the location indicated
on the plat.'

SUBJECT: Request for Minor Modification of Permit
Town of Chocowinity
Permit No. 229-89 (CAMA)
Beaufort County
The above subject modification request has been reviewed by this office. The
Town of Chocowinity has requested of the Division of Coastal Management to
modify the existing sewage line permit to allow the town to place the pipe in
the Pamlico River using a clamshell for the excavation, placing the excavated
material on a barge, and transporting the excavated material to an upland site
owned by Moss Planing Mill Company on the north side of the Pamlico River. The
existing permit proposes to use a hydraulic jet to place the pipe.
This office has no objections to this change in excavation methods. It is
recommended, however, that the material which is excavated not be used as
backfill material for the pipe. Clean sand should be substituted.
