PROJECT DESCRIPTION The project site is Holden Beach Harbor Subdivision. located adjacent to the Atlantic Intracoastal Waterway, onHolden Beach, in Brunswick County. The existing subdivision consists of approximately 400 lots oriented around a canal system. The majority of lots have completed single-family residential development. The canal system consists of nine (9) dead end finger canals, each between 700-800 feet in length, which are connected on their northern end to a manifold canal which is 2900 feet long. A,550 feet long access channel connects the canal system to the Atlantic Intracoastal Waterway. The canal system was originally dug 100 feet in width, except canal H which was dug 150 feet wide. The shoreline of the canals, for the most part, has been bulkheaded by individual property owners, but random and undeveloped lots remain unbulkheaded. A fringe of coastal wetlands, predominately cordgrass marsh (5' to 251) borders the outside edge of the canal system, except in canals H and I, where no marsh fringe is present. Numerous private docks and piers further restrict the navigatable area within the canals. Current later depths in the canal system averages about -2.5 feet at MLW. The waters in the project area are classified SA by the North Carolina Division of Environmental Management, and are closed to the harvesting of shellfish. The waters are not designated as primary nursery area by the North Carolina Division of Marine Fisheries. The project was previously permitted by State Permit #130-78, and maintenance excavation was last completed in 1984. The Homeowners Association is requesting authorization to perform maintenance dredging in the canal system. They propose using a hydraulic pipeline dredge to excavate the combined length of the finger canals, manifold canal, and access canal (approximately 10,000 feet by 40 feet wide), to a depth of -5 feet at M.W. The project would generate approximately 45,000 cubic yards of spoil material. The applicants have obtained permission of the property owner and the U.S. Army Corps of Engineers to utilize an existing USACOE spoil disposal area located just west of the project site. However, USACOE authorization is contingent upon an agreement that the applicants will complete an expansion of the spoil disposal area prior to dredging. The applicants propose to expand the south end of the spoil disposal area by relocating the dike approximately 150-180 feet south of it's present location. This expansion would increase the size of the spoil disposal area from ±7 acres to approximately.±9 acres. There are extensive coastal and other wetlands adjacent to the spoil area expansion site. The exact size of the proposed expansion would be determined by dike placement after wetland boundaries have been delineated and approved. 10. ANTICIPATED IMPACTS The project would cause the disturbance of approximately 388,200 square feet of the canal bottom. There will be some short-term turbidity and siltation associated with the dredging project. Provided the project is timed to avoid periods of peak biological activity, no long term adverse impacts are anticipated. Your proposal has been reviewed and found to be consistent with the provisions and objectives of general permit No. CESAW-CO80-N-000-0291. Therefore, you may commence construction activity in strict accordance with applicable State authorization and the enclosed plan. Failure to comply with the State authorization or conditions of the general permit could result in civil and/or administrative penalties. PROJECT DESCRIPTION The project site is Holden Beach Harbor Subdivision located adjacent to the Atlantic Intracoastal Waterway, on Holden Beach, in Brunswick County. The existing subdivision consists of approximately 400 lots oriented around a canal system. The majority of lots have completed single-family residential development. The canal system consists of nine (9) dead end finger canals, each between 700-800 feet in length, which are connected on their northern end to a manifold canal which is 2900 feet long.- A'550 feet long access channel connects the canal system to the Atlantic Intracoastal Waterway. The canal system was originally dug 100 feet in width, except canal H which was dug 150 feet wide. The shoreline of the canals, for the most part, has been bulkheaded by individual property owners, but random and undeveloped lots remain unbulkheaded. A fringe of coastal wetlands, predominately cordgrass marsh (5' to 251) borders the outside edge of the canal system, except in canals H and I, where no marsh fringe is present. Numerous private docks and piers further restrict the navigatable area within the canals. Current water depths in the canal system averages about -2.5 feet at MI-W. The waters in the project area are classified SA by the North Carolina Division of Environmental Management, and are closed to the harvesting of shellfish. The waters are not designated as primary nursery area by the North Carolina Division of Marine Fisheries. The project was previously permitted by State Permit #130-78, and maintenance excavation was last completed in 1984. The Homeowners Association is requesting .authorization to perform maintenance dredging in the canal system. They propose using a hydraulic pipeline dredge to excavate the combined length.of the finger canals, manifold canal, and access canal (approximately 10,000 feet by 40 feet wide), to a depth of -5 feet at MLW. The project would generate approximately 45,000 cubic yards of spoil material. The applicants have obtained permission of the property owner and the U.S. Army Corps of Engineers to utilize an existing USACOE spoil disposal area located just west of the project site. However, USACOE authorization is contingent upon an agreement that the applicants will complete an expansion of the spoil disposal area prior to dredging.- The applicants propose to expand the south end of the spoil disposal area by relocating the dike approximately 150-180.feet south of it's present location. This expansion would increase the size of the spoil disposal area from ±7 acres to approximately ±9 acres. There are extensive coastal and other wetlands adjacent to the spoil area expansion site. The exact size of the proposed expansion would be determined by dike placement after wetland boundaries have been delineated and approved. 10. ANTICIPATED IMPACTS The project would cause the disturbance of approximately 388,200 square feet of the canal bottom. There will be some short-term turbidity and siltation associated with the dredging project. Provided the project is timed to avoid periods of peak biological activity, no long term adverse impacts are anticipated.
