8. PROJECT SUMMARY: The applicant -proposes to construct a bulkhead, pier with T-
head, boathouse, one 2 long wooden groin an a rest ence, a portion or 7v is is
within the Estuarine Shoreline AEC.
Project setting
The applicant's property is located at Schrams Beach on the west side of the
Pungo River off SR 1764 in Beaufort County, North Carolina. The property is
bordered on both sides by developed and bulkheaded lots. The site.is
approximately 7' above mean sea level and is vegetated with pines and upland
grasses. The lot had been bulkheaded previously but it has deteriorated to such
a point that large sections are gone and increased erosion of the land behind
the bulkhead has occurred. The southern most portion of the existing bulkhead
is intact and functioning.
Pungo River is classified as SA NSW waters by the Environmental Management
Commission.
Project description
The applicant is proposing to construct a t 90' long bulkhead an average: of 7'
waterward of the existing NWL that will connect corner to corner wit';. the
adjacent existing bulkheads. A 4' wide by 200' long pier is proposed with a 12'
by 16' T-head. A 12' by 28' boathouse with a 3' by 28' stepdown catwalk wil.i bc:
constructed. A 25' long wooden groin is proposed adjacent to the northern
property line. The applicant proposes to construct a 28' by 32' house on
pilings on the property approximately 68' from the NWL. A concrete driveway is
also planned.
Anticipated impacts
The project as proposed would result in the filling of approximately 628 square
feet of river bottom. Localized turbidity would occur as a result of the
bulkhead and piling installation. By placing the bulkhead from corner to corner
the applic« t hopes to reduce the wave impact created by the existing sctbac
corner.

My proposal to construct a pier, boathouse and jetty and to
construct and backfill a bulkhead on the Pungo River, Schrams
Beach in Beaufort County, North Carolina will result in no
damaging impact to the waters and wetlands involved. In my
application I show how I intend to close off the existing
bulkhead from corner to corner to decrease the wave impact
on the shoreline.
No vegetation is threatened in my construction plans and no
wetlands will be filled. No mitigation is proposed because
there will be no unavoidable adverse impacts.

Project setting
The applicant's property is located at Schrams Beach on the west side of the
Pungo River off SR 1764 in Beaufort County, North Carolina. The property is
bordered on both sides by developed and bulkheaded lots. The site is
approximately 7' above mean sea level and is vegetated with pines and upland
grasses. The lot had been bulkheaded previously but it has deteriorated to such
a point that large sections are gone and increased erosion of the land behind
the bulkhead has occurred. The southern most portion of the existing bulkhead
is intact and functioning.
Pungo River is classified as SA NSW waters by the Environmental Management
Commission.
Project description
The applicant is proposing to construct a ± 90' long bulkhead an average of 7'
waterward of the existing NWL that will connect corner to corner with the
adjacent existing bulkheads. A 4' wide by 200' long pier is proposed with a 12'
by 16' T-head. A 12' by 28' boathouse with a 3' by 28' stepdown catwalk will be
constructed. A 25' long wooden groin is proposed adjacent to the northern
property line. The applicant proposes to construct a 28' by 32' house on
pilings on the property approximately 68' from the NWL. A concrete driveway is
also planned.
Anticipated impacts
The project as proposed would result in the filling of approximately 628 square
feet of river bottom. Localized turbidity would occur as a result of the
bulkhead and piling installation. By placing the bulkhead from corner to corner
the applicant hopes to reduce the wave impact created by the existing setback
corner.

Army authorization and a State Water Quality Certification to construct a
pier, boathouse and jetty and construct and backfill a bulkhead on the Pungo

accordance with Section 325.2(b)(ii) of our administrative regulations.
We are considering authorizing the proposed activity pursuant to Section
404 of the Clean Water Act, and we have determined that a water quality
certification may be required under the provisions of Section 401 of the same
law. A Department of the Army permit will not be granted until the
certification has been obtained or waived.
In accordance with our administrative regulations, 60 days after receipt
of a request for certification is a reasonable time for State action.
Therefore, if you have not acted on the request by June 24, 1992, the District
Engineer will deem that waiver has occurred.

Dear Mr. Parker:
Reference the application of Mr. David A. Clark for a Department of the
Army permit to construct a pier, boathouse and jetty and construct and
backfill a bulkhead on the Pungo River, Schrams Beach, Beaufort County, North
Carolina.
The Federal agencies have completed review of the proposal as presented by
the application and your field investigation report.
We recommend that the following conditions be included in the State
authorization:
a. The bulkhead will be positioned in strict accordance with permit
plans. To prevent an unintentional violation of this authorization,
representatives of the North Carolina Division of Coastal Management and the
Corps of Engineers will be available to stake the bulkhead alignment prior to
construction.
b. All backfill materials will be obtained from a highground source and
confined landward of the permitted bulkhead.
c. The fill material will be clean and free of any pollutants except in
trace quantities. Metal products, organic materials, or unsightly debris will
not be used.
d. No vegetated wetlands will be excavated or filled.
e. The permittee will maintain the authorized work in good condition and
in conformance with the terms and conditions of this permit. The permittee is
not relieved of this requirement if he abandons the permitted activity without
having it transfered to a third party.
f. The authorized structure and associated activity will not cause an
unacceptable interference with navigation.

g. The activity will be conducted in such a manner as to prevent a
significant increase in turbidity outside the area of construction or
construction-related discharge. Increases such that the turbidity in the
waterbody is 50 NTU's or less are not considered significant.

Dear Mr. Clark:
Reference your application for a Department of the Army permit to
construct a pier, boathouse and jetty and construct and backfill a bulkhead on
the Pungo River, Schrams Beach, Beaufort County, North Carolina.
Your proposal has been reviewed and found to be consistent with the
provisions and objectives of general permit No. CESAW-C080-N-000-0291.
Therefore, you may commence construction activity in strict accordance with
applicable State authorization and the enclosed plan. Failure to comply with
the State authorization or conditions of the general permit could result in
civil and/or administrative penalties.
If any change in your work is required because of unforeseen or altered
conditions or for any other reason, plans revised to show the change must be
sent promptly to this office and the North Carolina Division of Coastal
Management prior to performing any such change or alteration. Such action is
necessary as revised plans must be reviewed and the authorization modified.
