PROJECT SUMMARY: The applicant- is proposing to construct a. wood breakwater water- ward of a wetland area to retard ongoing erosion. # 16 Environmental Setting The applicant owns a 0.899 acre lot within the Sawmill Landing Subdivision adjacent to Bath Creek in Beaufort County. The applicant is in the process of developing tae lot into a future homesite for a single family dwelling. Landscaping has begun and a retaining wall ha,been constructed to retain upland erosion and to separate the highground portion of the lot from a wetland area that is present. Also, a septic tank sewage disposal system has beeil placed on the lot. The lot which has approximately J.92' frontage on Bath Creek has both t:e southeast and southwest corners bulkheaded. This constructio:. was completed approximately two years ago. Both of these areas of the lot had highgrolind extending to the NWL of Bath Creek. Between these two areas is a wetland area which has a uidth of +' 851, borders Bath Creek, and extends landward (north) for a distance of approximately 60'. Accompanying plats show the approximate non-deline.at.eC wetland line. The wetland area which contains only sparse cl,.nas of Jun_c, s roe_merianus ha> Deen ,rcat:!.y altered by the ap-plicant as a res}.lt of tile;: planting, of various soccir:s of wotl and ;adapted blooming flowers. Prior to the plantings, no coastal wetlands other than the clumps of Juncus r_oemcriani.s were existing. `'L'he area resembled a hardwood drain with various wetland shrubs present. Due to the placement or bulkheads on both sides of tl-.e s•retland area severe erosion is occurring. Also present or). the property is an existing pier and boathouse wiaicha is located near the southeast corner of the lot. Project proposal The applicant is proposing to retard erosion on the wetland area by constructing a breakwater which will connect the corners of the existing bulkheads. The breakwater which will allow water passage (see attached plat for design) will be constructed an average of ± 6' beyond the M7L and ??,ill be ± 12' beyond the MJIL at the furthest point. No backfill material will be. associated with the project. Environmental impact The project as proposed should have a minimal environmental impact. No wetland vegetation will be excavated or filled. The project should retard ongoing erosion and loss of the wetland area if it functions as hoped. ± 510 sq.ft. of open water area will be confined landward of the breakwater. David L. Between these two areas is a wetland area which has a width of ± 851, borders Bath Creek., and extends landward (north) for a distance of approximately 601. Accompanying plats show the approximate non-delineated wetland line. The wetland area which contains only sparse clumps of Juncus roemerianus has been greatly altered by the applicant as a result of the planting of various species of wetland adapted blooming flowers. Prior to the plantings, no coastal wetlands other than the clumps of Juncus roemerianus were existing. The area resembled a hardwood drain with various wetland shrubs present. Due to the placement of bulkheads on both sides of the wetland area severe erosion is occurring. This is obvious by the presence of a severe erosion scarp and from DCM staff observation from being onsite when the bulkheads were permitted. Also present on the property is an existing pier and boathouse which is located near the southeast corner of the lot. Project proposal The applicant is proposing to retard erosion on the wetland area by constructing a breakwater which will connect the corners of the,existing bulkheads. The breakwater which will allow water passage (see attached plat for design) will be constructed an average of ± 6' beyond the MIL and will be ± 12' beyond the NV1L at the furthest point. No backfill material will be associated with the project. Environmental impact The project as proposed should have a minimal environmental impact. No wetland vegetation will be excavated or filled.
