On 21 February 1992, you requested a 401 Water Quality
Certification from the Division of Environmental Management for
your project (firing range construction) located at Beaufort
County Community College in Beaufort County. We wrote to you in
April 1992 discussing concerns that we have regarding the design
of the project and placing it on hold until those concerns are
addressed. As of today,. we have not received a response to our
earlier letter. Unless we receive a written response from you by
29 October 1993, we will consider that you have withdrawn this
application and are not interested in pursuing the project at
this time.

SUBJECT: 401 Water Quality Certification for Beaufort County Community College,
wetlands associated with Beaver Dam Swamp, Beaufort County, North
Carolina.
Professional biologists from our staff have reviewed the subject 401 water quality
certification and are familiar with the subject area. This correspondence is provided in
accordance with certain provisions of the Fish and Wildlife Coordination Act (48 Stat. 401,
as amended; 16 U.S.C. 661 et seq.).
The applicant, Beaufort County Community College, proposes to construct a firing
range in wetlands associated with Beaver Dam Swamp. The clearing and berm
construction will impact .8 acres of wooded wetlands.
We feel that the clearing and construction caused by this project will have serious
negative impacts to fish and wildlife resources. We feel that the proposed shooting range
should be located outside any wetland areas and that certification be denied.
