We worked with 3 Oaks to conduct the necessary species survey and they found no specimens on site. Attached you should find for your consideration the 3 Oaks species survey report and an updated conclusions table. I agree with your assessment that suitable habitat is present due to the amount of open field and edges however without survey results, the Service can not concur with your determinations that the project may affect but is not likely to adversely affect these species. Also there are known populations of these species fairly near the site. The survey windows for plants can be found at this link - https://www.fws.gov/raleigh/pdfs/Optimal Survey Windows for listed plants.pdf. The end of the survey season for these plants is approaching but depending on when frost occurs they may be able to be extended, especially if the botanist performing the work is very familiar with the plants.
