Subject: Proposed Fill-in Headwaters or Isolated Wetlands
Apartment Complex
Johnston County:
Upon review of your request for Water Quality Certification
to place fill material in 0.28 acres for apartment complex
construction, we have determined that the proposed fill can be
covered by General Water Quality Certification No. 2176 issued
November 4, 1987. A copy of. the General Certification is
attached. This Certification may be,.. used in qualifying for
coverage under Corps of Engineers' Nationwide Permit No. 26.
:Additional conditions are.that -1) no trees in the contiguous
wooded area on the east side`of the property should be removed
and 2) stormwater from the.buildings and parking lot should be
directed to sheet flow into surrounding wetlands or into a
detention pond.

tliis discharge is to create an acceptable base for an apartment complex. Under present federal
" regulations,. this discharge of material w.o ld.be authorized under Nationwide Permit 26 and would need

1. No trees in'the'contiguous wooded area on the
east. side of-the property may be altered. This
will maintain- a minimum buffer of 50 feet from the
ditch drain=ing the area. Isolated trees closer to
Main Street may be cleared as necessary.
2. Stormwater from'the.;building and parking lot must
not be piped•directy to the ditch channel. The
wetlands and'.surrounding area shall be used for
slow release and filtration of stormwater, or a
detd3fttion facility constructed.
These restrictions are necessary due to the watershed
classification of WS-I for this tributary.
