Reference .is made to your meeting of March 12, 1991',, with Mr..Ken/Jolly of
my sfa of your farm,off S.R. 1105 near Benson, Johnston-County, North
Carolina. . 1'he purpose of this meeting was to discuss your proposed
construction of hog,.houses and a lagoon in the southeastern portion of your
pri¢irty within existing farm fields.
`The?#,eeting'revealed that CYve roposed worksite consists of existing high

•:eI??ation. Based on your c tion with Mr. Jolly, it is our
understanding that your clearing of wetlands on the farm was completed by the
??J'all-of 1987, and all ditches were excavated from 1981 through 1985. The
X_project site has been under cultivation since your completion of clearing. As
discussed.with you, these previously-cleared and ditched wetlands continue to
exhibit evidence of hydrology. Based on the presence of hydric soils and
,nt hydrology, and in. the absence of a "Prior Converted" designation for
mland,?n question, we consider these farmed wetlands to be subject to
_ our ulatory.jurisdiction pursuant to,, Section 404 of the Clean Water Act.
