Upon review of your request for Water Quality Certification
to place fill material in 2.0 acres of wetlands for
expansion of a turkey operation located at Pin Hook, N.C. in
Duplin County, we have determined that the proposed fill can be
covered by General Water Quality Certification No.. 2176 issued
November 4, 1987. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps of Engineers' Nationwide Permit No. 26.

PROJECT DESCRIPTION: The applicant proposes to clear
approximately two acres of "converted wetlands" for the
expansion of a turkey operation.
ADJACENT WATER BODY: N.E. Cape Fear River
CLASSIFICATION: CSw
The project has been reviewed to determine impacts to water
quality. The following comments have been provided.
Please find the attached Wetland Rating System Worksheet.
1. The project will require a 401 Water Quality Certification.
2. The project complies with the General 401 Water Quality
Certification No. 2176 for Headwater wetlands.
3. The proposed project should be done in such a way as to not
cause the turbidity outside the immediate construction area
to exceed 50 NTU.
This office has no objection to the project as proposed.

Enclosed is your revised wetland determination for the wooded
area you want to clear on tract 6812. This area is classified as
CWNA - Converted Wetland For Non Agricultural Use. This area can
be used for road construction or poultry house construction
without losing your eligibility for USDA farm programs. It
should not be used for grass or crop production. Please be sure
to follow the attached approved plan for this area. Failure to
follow the plan could result in the area being a converted
wetland and thus in violation.
Before clearing this area you still need approval from the US
Army Corp of Engineers and the Division of Environmental
Management. The addresses of these two agencies are listed
below.

Wetlands may be farmed under natural conditions. Farmed Wetlands and Fanned Wetlands pasture may be
farmed and maintained in the same manner as they were prior to December 23, 1985, as long as they are not

November 28. 1990, or the planting of an agricultural commodity or forage crop.
18. Restoration without Violation (RSW). A restored wetland converted between Docember 23, 1985 and
November 28. 1990, on which an agricultural commodity has not been planted.
19. Replacement Wetlands (RPW). Wetlands which are convened for purposes other than to increase production,
where the wedand values are being replaced at a second site.
20. Good Faith Wetlands (GFW+year). Wetlands on which ASCS has determined a violation to be in good faith and the
wedand has been restored.
21. Conve rted Wetlands (CM. Wetlands converted after December 23, 1985 and prior to November 28, 1990. In any
year that an agricultural commodity is planted on these Convened Wetlands, you will be ineligible for USDA benefits.
