Dear Mr. Hoyle:
Engineering plans and a letter of request for permit amendment were receitiJd
.0
by the Division of Environmental Management on February 8, 1982, from Summey build-
ing Systems, Inc. for the subject project's relocation of rotary distributors and
reduction of in -plant piping. The engineering plans have been reviewed and have
been found to be satisfactory after some revisions, received June 2 1982.
Permit ivo„ 7089, dated December 30, 1981, is hereby amended to revise the lo-
cation of the two (2) rotary distributors where they have a minimum horizontal
separation of 387 feet (center -to -center) and rotary distributor number 2 is lo-
cated a minimum of 170 lineal feet measured from its center to the mean high
water line, as indicated on the approved plans, to revise the total lineal feet
(L. F,) of 4-inch effluent force main from approximately 1,500 L. F to 340 L.F. ,
to relocate and revise the total lineal ,feet of 8-inch gravity sewer from 2,868
to 2,549 L.F. , and to reduce the number kof 200 GPM effluent pumps per rotary dis-
tributor from two (2) pumps to one(l) p with appropriate pipe/valve cross -con-
nection between pumps.
The following two (2) conditions shall be added to the original permit:
14. A groundwater level monitoring well shall be installed
by the Permittee adjacent to rotary distributor number 2,
located as directed by the Division's Wilmington Regional
Of fice.
15. Should the monitoring well located at rotary distributor
No. 2 indicate that a potential surfacing of wastewater
is in=i neat or if a surfacing of wastewater occurs, the
Permittee shall take immediate action, as directed by
the Division, to elit:iinate tine surfacing of wastewater,
including the installation of a replacement rotary distri-

In accordance with the provisions of Article 21 of Chapter 143, C?eneral Statutes
of ort:� Carolina as amended, and other applicable Laws, Rules, and Regulations
PERMISSION IS HEREBY GRANTED TO
Summey Building System, Inc.
Carteret County
FOR THE
construction and operation of approximately 2,868 lineal feet of 8-inch gravity sewers,
400 lineal feet of 4-inch force main, two (2) pump stations of 200 and 100 GPM each
with dual pumps, standby power, and high water alarm, a 81,600 GPD non -discharge type
wastewater treatment facility consisting of a flow split ter /measuring device, dual
45,000 gallon capacity aeration tanks, dual clarifiers, dual aerated sludge holding
tanks, tertiary filters with dual beds of 35 SQFT each, a chlorine contact basin with
hypochlorinator, a dose tank with dual 200 GPM effluent pumps for each rotary distri-
butor, approximately 1,500 lineal feet of 4-inch effluent force main, dual 75 feet
diameter rotary distributors, and associated in -plant piping, standby power, valvin
and appurtenances to serge Summey Building System, Inc. `s Island beach Condominiu=.. s
and Racquet Club with no discharge of *astewater to the surface waters cf the State,
pursuant to the application received Notember 10, 1981, and in conformity with the
project plans, specifications, and other supporting data, subsequently filed and
approved by the Department of Natural Resources and Community Development and con-
sidered a part of this Permit.
This Permit shall be effective from the date of issuance until January 1, 1987,
and shall be subject -to the ' rollowing specified conditions and limitations:
1. This permit shall become voidable unless the facilities are constructed in
accordance with the approved plans, specifications and other supporting data.
2. This permit is effective only with respect to the nature and volume of wastes
described in the application and other supporting data.
3. The facilities shall be properly maintained and operated at all times.
4. The Pernittee, at least six _(6). months prior_ to the eacpi.ration of this Permit,
shall request its extension. Upon receipt of the request, the Commission will
review the adequacy of the facilities described therein, and if indicated, will
extend the Permit for such period of time and under such conditions and
limitations as it may deem appropriate*
