4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The site is an existing commuter parking lot that is built on fill over a stream. The fill was placed several years ago byt an adjoining landowner and the culvert they used under the fill.
The area is on the edge of Town of Murphy.

4h. Explain the purpose of the proposed project:*
The purpose of the project is to replace a failing culvert under an epsting commuter parking lot. The culvert is backing up water on the south side of US 129/74 and flooding private
property.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project will involve boring a new culvert adjacent to the e�tisting. This will require relocating the stream below the exsting culvert once the new culvert ties into the stream at the
culvert inlet. A boring machine will be required along �nnth other standard earth-moving materials like a track-hoe and dump truck.

The directional bore is being done as close to possible to the ewsting pipe to reduce the length of channel to relocate. The bore will have less
disturbance than would be necessary to excavate the old pipe because the old pipe is buried by about 20 feet of fill.

The bore and newstream channel construction will be done in the dry before tie-in of the flow at the existing culvert inlet.

There is no loss of stream channel. Furthermore, the new channel will be constructed with a stable cross section and bed scour protection and planted with live stakes. This will
constitute a functional uplift (reduced erosion and improved aquatic habitat) compared to the ewsting stream reach.
